Salary : $100K-125K plus bonus

GovPath is seeking a Senior Implementation Consultant to deliver successful implementations of TrueBill (utility billing / CIS) and TrueBPM (Backflow Program Management). Youll be customer-facing and accountable for translating requirements into requirements documents and configuring the TrueBill and TrueBPM software to meet customer needs.

Primary Focus

Engage directly with customers to facilitate discovery, analyze current / future state processes, and produce clear specifications that capture business needs with acceptance criteria.

Create report specifications and test completed report.

Create and execute user acceptance tests with customers to ensure system meets business expectations.

Assist with TrueBill configuration and setup, including functional settings, security / roles, and workspace / menu configuration aligned to departments.

Skills & Experience

Domain Expertise (Water Utilities & Backflow)

Practical understanding of utility billing operations : rate models, billing cycles, arrears / delinquency, and meter programs.

Understanding of general accounting, accounts receivable, invoicing, and aging.

Hands-on familiarity with backflow / cross-connection control programs : assemblies and inventory, tester / contractor management, test kit calibration intervals, testing workflows, and compliance tracking.

Technical Skills

Experience with MS Office Suite and MS Project

Experience with JIRA

Experience with enterprise customizable off-the-shelf software.

Experience implementing utility billing, asset management system, or like systems.

Experience

37+ years as a technical analyst / consultant in enterprise software delivery, ideally in public-sector utilities or related business systems.

Demonstrated success producing clear functional / technical specs, data mapping workbooks, test plans, and cutover runbooks.

Prior exposure to TrueBill / TrueBPM is a plus; experience with adjacent modules and role-based workspaces / search is beneficial.

Day-to-Day Responsibilities

Lead discovery workshops and produce analysis documentation.

Draft comprehensive requirements and GAP analysis document.

Lead on-site and remote administrator and end user training on the TrueBill and TrueBPM platform.

Configure the TrueBill and TrueBPM project to meet customer workflows, rate schedules, penalty processes, and accounting requirements.

Develop robust specifications for reports.

Partner with project management to ensure scope and timelines meet customer expectations.

Partner with project management and sales to estimate scope and draft statements of work.

Other duties as needed.

Success Measures

On-time, on-scope delivery of analysis, configuration, documentation, and UAT.

Quality : zero P1 defects at go-live attributable to deliverables; clear hand-off documentation to support.

Additional Highly Desirable Qualities

Report development experience using SQL Server and SSRS.

Experience with meter data, payment gateways, print / mailing vendors, or GIS integrations in utility contexts.

Experience with Visual Studio C#, ASP.NET, and IIS

Familiarity with tester / backflow portals and extended components used in TrueBPM ecosystems.

Prior contributions to RFP responses or solution proposals for water sector technology projects.
