Regulatory Manager
The incumbent in this position manages the Brownfield Unit of the Response and Remediation Program (RRP). The Brownfield Unit consists of two teams of engineers and geologists, led by technical team leads, responsible for overseeing environmental investigations and cleanups of contaminated properties by innocent property owners in exchange for liability protections from third party lawsuits and groundwater cleanup. The Unit must work in "real-time" to facilitate real estate transactions. Under limited supervision of the RRP Manager, this manager supervises the team leads and a database analyst and manages and administers the CERCLA 128(a) Brownfield Grant(s). This manager acts as a subject matter expert on the Georgia Brownfield Act and Tax Law and routinely provides leadership, guidance, and training in meetings with staff and interested parties regarding compliance with environmental laws, rules, and policies. The manager will also be involved in the development, interpretation, implementation, and enforcement of federal and state regulations, policies, guidance and procedures (including HSRA, VRPA, UECA, and GBA).
Preferred Qualifications :
Experience in interpretation and implementation of applicable state and federal environmental laws and regulations.
Experience in site investigations, corrective action, and enforcement.
Demonstrated ability to produce high quality work products and meet required deadlines.
Comfortable in interacting with the public and in supervising professional staff.
Experience in developing policies and procedures and in process improvement.
Experience with risk-based cleanups, including the use of site-specific exposure parameters and the use of engineered and institutional controls.
Bachelor's degree in environmental sciences, biology, chemistry, geology, engineering (agricultural, chemical, civil, environmental, mechanical, or sanitary) or a related field from an accredited college or university and four (4) years of professional experience in environmental enforcement, environmental health, environmental monitoring, environmental protection or environmental research, which includes one (1) year in a managerial or supervisory role. Note : An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
