City Engineer (Water Utilities)

Overview

City Engineer (Water Utilities) – City of Bentonville

Supervises and directs all aspects associated with the water distribution system and wastewater collection & treatment systems including asset management, capital planning, engineering design, project and construction management, business development, and issues relating to operations & maintenance. This position provides direction for the capital and land development teams and delivers direct technical and professional design and technical support to the Water, Sewer Rehab and Wastewater Departments.

Essential Duties And Responsibilities

• Supervise the technical services team to facilitate timely, accurate correspondence relating to capital projects.
• Review municipal civil engineering projects for compliance with the City's water and sanitary sewer standards, specifications, and ordinances.
• Collaborate with City departments on new capital projects within the City of Bentonville.
• Consult with City leaders, management, and other water utilities staff to implement plans and recommendations.
• Assist the Technical Services Manager in formulating water and sewer specifications; work on City policies and standards as required.
• Assist the GIS Department with records for subdivisions and capital improvement projects.
• Oversee capital project finals for final acceptance of projects under City ownership and maintenance (water and sanitary sewer mains).
• Provide support for in-house engineering projects and technical support for other municipal departments as directed.
• Attend and participate in meetings with City departments, developers, engineers, and contractors related to capital projects.
• Inspect construction sites to monitor progress and ensure conformance to plans, specifications, and safety standards.
• Utilize computer-aided engineering and design software to prepare specifications and details.
• Maintain and implement Water Master Plan, Collection System Master Plan, and Wastewater Master Plans.
• Engage with citizens and the public in a courteous and diplomatic manner.
• Technical assignments may include hydraulic modeling, cost estimating, and general civil / site development.
• Maintain flow and pressure monitoring programs; coordinate with technical developments and resolve engineering design and test problems.
• Stay informed on engineering publications to keep up with industry developments.
• Administer and monitor operational budgets to meet financial objectives.
• Review contract service reports, advise management on project status, regulatory permit compliance, and technical management attitudes.
• Serve as project liaison to the public, property owners, media, other agencies, employees, and City officials; ensure concerns are addressed and conflicts resolved.
• Manage multiple construction contracts; conduct pre-construction and site conferences.
• Plan and prioritize tasks on multiple projects of varying scope with limited supervision; keep department leadership informed of status.
• Facilitate hiring, monitor performance, and conduct staff reviews for Water Utilities Department personnel.

Supervisory Responsibilities

Supervises 4-6 employees within the Technical Services Team of the Water Utilities Department. Responsible for direction, coordination, and evaluation of the unit in accordance with policies and laws, including training, planning, assigning, directing work, performance appraisal, and resolving employee issues.

Education And / or Experience

Bachelor's degree or equivalent in civil or construction engineering and ten (10) years related experience and / or training; or equivalent combination of education and experience. Five-plus (5+) years of progressively responsible civil engineering experience in a management or supervisory level; background in water and sewer design is highly encouraged.

Language Skills

Ability to read, analyze, and interpret technical journals, financial reports, and legal documents. Ability to respond to inquiries from customers, regulatory agencies, or business colleagues. Ability to present information to City management, public groups, engineers, firms, and developers.

Mathematical Skills

Ability to apply advanced mathematical concepts and perform statistical and engineering calculations as needed for tasks such as design and analysis.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions; interpret complex instructions and manage multiple variables.
