Overview
ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO's posture, military structures, forces, capabilities and doctrines.
The Capability Development Directorate (CAPDEV) supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.
The Digital Capability and Interoperability (DCI) Division sits within CAPDEV for the development of fully interoperable capabilities to support current and future NATO missions.
The Federated Interoperability Branch supports and enables the delivery of coherent and interoperable capabilities by developing and verifying the associated capability specifications in order to ensure Day Zero interoperability of people, processes, and technologies.
The Digital Interoperability Verification and Validation (V&V) Section leads the Interoperability, Verification and Validation (IV&V) of C2 Interoperability solutions implemented in NATO and national systems, through the Coalition Warrior Interoperability Exercise and Coalition Interoperability and Assurance Validation, but increasingly through other exercises and test activities that will eventually provide a continual, year-round testing environment. The Section engages widely to ensure the availability of standardized IV&V test processes, as well as regular C2 interoperability evaluation and conducts the necessary analysis of test outcomes to determine levels of NATO and National interoperability.
Principal Duties
For the Engineer (Interoperability V&V) :
- Manage the tools and employ techniques necessary to develop C3 interoperability test plans and strategies for C3 common funded systems and national capability test requirements, meet the requirements of DT Backbone and mutli-domain tool development.
- Develop and evolve test frameworks and tools, leveraging coding best practices to drive efficiency and continuous improvement for NATO 2030 Digital Transformation (DT).
- Identify requirements for test-tool harmonization and manage the development of common test tool solutions.
- Enable the execution of various types of tests, including functional, regression, performance, stress, and usability testing.
- Identify, document, and track software defects and inconsistencies.
- Work closely with the development team to reproduce issues, perform root cause analysis, and verify bug fixes.
- Collaborate effectively with cross-functional teams, including developers, product managers, and QA engineers, to resolve issues and improve the quality of the testing tools.
- Contribute to the continuous improvement of testing processes and methodologies.
- Stay up-to-date with industry best practices, emerging technologies, and tools related to verification and validation.
For the Analyst (Interoperability V&V) :
Contribute to the development of comprehensive IV&V test plans based on project requirements, provide advice on the definition of test objectives, scope, and acceptance criteria.Contribute to the development of KPIs for interoperability assessment against wider NATO criteria including Defence Planning.Support the recording of test case outcomes to validate software applications and systems, conduct functional, regression, and performance testing and identify defects, document issues, and track them to closure.Apply best practice data management, analysis and visualization techniques to improve our understanding of interoperability results, outcomes and progress.Prepare detailed test reports within the various test platforms. Summarize test results and contribute to IV&V reporting processes, including conclusions and recommendations.Maintain a clear and concise record of testing activities and outcomes, provide visualizations that communicate test outcomes and progress, highlighting where deficiencies, issues and shortfalls are occurring.Continuously evaluate and improve IV&V processes and methodologies, provide feedback to enhance development processes and product quality.Collaborate with cross-functional teams to address quality concerns and implement solutions, work closely with developers, business analysts, and project managers to ensure alignment on project goals and priorities.Essential Qualifications / Experience :
University Degree in information technology, information systems engineering or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.A minimum of 3 years of demonstrated experience in a technical field such as C3 interoperability, IV&V test planning and delivery, DT, EDTs, Cybersecurity, DS, AI, etc.Demonstrated understanding of, as well as experience in applying and managing, digital technologies (such as artificial intelligence, cloud computing, data analytics, and cybersecurity) within the context of defense, security, or international organizations.Experience in applying policies, guidelines, and standards related to C3 interoperability for Digital transformation and multi-domain systems and capabilities.A minimum of 3 years of demonstrated experience in C3 and IT architectures, interoperability test and validation. Demonstrated ability to work effectively within a multi-national and multi-disciplinary team. Desirable Qualifications / Experience :

Contract
The Engineer (Interoperability V&V position is linked to a specific NATO project and is for a limited duration of 2 (two) years only.
The Analyst (Interoperability V&V position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
