Administrative Analyst
The SANDAG Engineering and Construction Department implements projects that enhance the regional transportation network and improve the efficiency of existing resources in close collaboration with our regional partners. Examples of significant projects currently underway or in the planning process include the Otay Mesa East Port of Entry, LOSSAN Rail Corridor Improvements, and high-priority Regional Bikeway Projects in the City of San Diego and other jurisdictions.
The Administrative Analyst supports the Engineering and Construction Division by assisting in the management of approximately 50 active capital contracts worth billions of dollars, and performing essential administrative, budgeting, and compliance tasks. This role will have a heavy focus on supporting design managers and project managers who are preparing construction contracts for bid, supporting the team with contract administration activities during construction, and assisting with project close outs, plus administrative support to ensure projects meet policy objectives and organizational standards. Additionally, the role includes responsibilities in supporting our construction management and resident engineer teams.
This is a two-year Limited Term opportunity, the successful candidate will be hired at the Administrative Analyst I, II or Associate, depending on experience.
Job Responsibilities :
- Compile information required to initiate the procurement process for construction projects.
- Support the development of presentations and coordinate the responses to technical questions asked by bidders during the solicitation process.
- Work with design managers, project managers, and construction managers and other public agencies to ensure construction activities meet scheduled timelines.
- Track and reconcile invoices and budgets, ensuring proper documentation and adherence to financial guidelines; inputing invoices into SANDAG's financial system for payment.
- Provide administrative oversight for documentation, workflows, and reporting requirements.
- Ensure timely mid-construction reviews for projects funded through FHWA and Caltrans.
- Compile monthly reportable action summaries of approval of plans, specs, and estimates, relief of maintenance, and project acceptance.
- Participate in public outreach events and support communication efforts during the various phases of capital projects; respond to inquiries from the public and coordinate with SANDAG Communications staff to provide factual information to the public.
- Coordinate with internal teams, external partners, and funding agencies to align project objectives with contract requirements.
Typical Qualifications :
A bachelor's degree in business administration, public administration, engineering or a related field. A combination of education and recent work experience may be considered in lieu of the bachelor's degree.One to three years of professional experience in administrative or operational support roles. Experience performing administrative functions in a multi-faceted, fast paced, and deadline-driven environment preferably in the construction and engineering field.Experience supporting the development of request for proposals and performing contract administration functions; reading and understanding scopes of work and project deliverables.Demonstrated experience tracking and monitoring project schedules and deliverables, monitoring project budgets and processing invoices for paymentExperience supporting the preparation of task orders and contract amendments is desirable.Experience working on supporting multi-disciplinary project teams with project managers, project stakeholders, contractors, and communications staffStrong writing skills and the ability to effectively communicate information both orally and in writing.Strong customer service skills, with demonstrated ability to establish and maintain cooperative working relationships with both staff members and outside stakeholders.Proficiency in Microsoft Office Suite. Knowledge of Trimble Unity Construction (formerly e-Bulder) a plus.Ability to analyze information and present findings.First review of applications : October 20, 2025.
