Statement of Primary Purpose

The Director of Human Resources is responsible for the leadership, support, and coordination of the College’s Human Resources Department.  This position is responsible for performing professional and administrative work related to organizing, directing, coordinating, performing, and monitoring the College’s Human Resource programs and activities.  Assures compliance with established policies and procedures as it relates to Human Resources.

Essential Functions and Responsibilities

Leads Human Resources team in employing competent faculty and staff to achieve the mission and goals of the institution.  Provides a productive, safe learning and working environment to facilitate current and future college needs.

Supervise the Human Resources Administrator, Employment & Benefits Specialist, and College Information Center Coordinator.

Formulate and recommend policies, procedures, and objectives for the College with regard to employee relations, maintaining the college manual of policies and procedures.

Ensure compliance with all policies and procedures of the College, NC Community College System, Commission on Colleges, and applicable State and Federal agencies.

Participate in preparation of annual unit planning goals, process improvement priorities and new initiatives for the annual Continuous Improvement plan.

Direct an effective employee recruitment program. Oversees hiring committees to ensure compliance with federal, state, and local employment laws and regulations.

Develop a succession planning strategy for all positions classified as Dean or higher. Determine and include other positions as needed for technical or critical functions. Monitor the plans and updates as required.

Administer classification program, including classifying and reclassifying positions.

Assist senior management in the annual review and revision of salary plan structure based upon legislated increases in funding.

Responsible for the College’s compensation, evaluation, and benefit plans.

Oversee benefits administration to include claims resolution, change reporting, and evaluation of benefits effectiveness.

Coordinate and conduct effective college investigations as directed by Senior Administration.

Oversee the maintenance of college personnel records and filing systems to ensure that required reports and documentation are prepared, distributed, compiled, maintained, or submitted as required or appropriate.

Ensure confidentiality and security of personnel information.

Ensure legal reporting and compliance with federal, state, and local employment laws and practices.

Produce statistical reports, analyses, and exhibits for use by other management staff and the President, as well as for reporting to external and regulatory agencies.

Oversee implementation and management of effective performance evaluation programs and new software

Support employee professional development programs.

Coordinate the Worker’s Compensation program : reporting requirements, case management, claims resolution.

Manage the budget of the Human Resources department.

Oversee Staff Service and Staff Excellence annual awards nominations.

Plan and execute annual Faculty & Staff Appreciation Event.

Plan and execute annual Fall Kickoff Event

Provide support for participating Faculty and Staff for the Fall and Spring Commencement

Serve as the primary point of contact for all Open Records requests for the College and responsible for ensuring all requests are fulfilled in accordance with state and federal laws.

Additional Duties and Responsibilities

Oversees on-boarding and off-boarding activities.

Ensures effective new employee orientation program.

Interact with students, the public, the community, and co-workers in a cooperative, courteous, and professional manner.

Serve on committees and teams as assigned and assist with re-accreditation process.

Minimum Qualifications

Education

Bachelor’s degree from a regionally accredited college or university, preferably in Industrial and Organizational Psychology, Human Resources Management, or a related field.

Master’s preferred

Knowledge and Skills

Five to seven years of work experience in Human Resources management or any equivalent combination of experience or training that provides the required knowledge, skills, and abilities.

Computer skills include MS Office Suite, Google Suite, HRIS and related HR applications (ATS, LMS, Performance Management).  Ellucian Colleague or other database management knowledge preferred.

Physical Demands

Light lifting requirements. Computer work, extended periods in a seated position.

Licensing Requirement

Prefer SPHR / PHR or SHRM-CP / SHRM-SCP

Valid NC Driver’s License

Working Conditions and Environment

Typical campus environment. Indoor, office environment.  Travel as needed.
