BASIC FUNCTION AND RESPONSIBILITIES :

Reporting to the Mayor or designee, this position plays a critical role in helping the City strategize, prioritize, and coordinate maintenance, repairs, safety, and efficiency of municipal buildings and facilities.  Works closely with the Building Department and Planning, Development and Sustainability staff to timely address facilities maintenance needs.

ESSENTIAL FUNCTIONS : The essential functions or duties listed below are intended only as an illustration of the various types of work that may be performed.   • Oversee municipal building facilities; will coordinate and complement existing staff to create comprehensive approach to building maintenance and repair.
  • Review and advise on daily maintenance issues, including cleaning / sanitizing of public buildings and routine installations.
  • Establish and manage proper preventive maintenance schedules, building control system optimization and analytics, and energy efficiency measures, including warranty management of new and existing equipment and appliances.
  • Maintain oversight include daily planning, scheduling, and supervision over ventilation; air conditioning; mechanical, electrical, refrigeration, monitoring, and alarm systems; building equipment; contracts; and vendors.
  • Establish, maintain, and optimize contracts related to facilities maintenance and energy management including custodial company contracts.
  • Provide information and training to other city staff on best practices in energy efficiency / energy management tools.
  • Participate in further development and updating of the City’s Capital Improvement Plan.
  • Identify, apply for, and implement grant opportunities to increase maintenance of public facilities and create efficiencies.
  • Ensures that buildings and facilities operate in accordance with all applicable law, including but not limited to the Americans with Disabilities Act and Clear Air Act.
  • Responsible for the cleaning and general upkeep of municipal buildings.
  • Responds to all emergency situations as they relate to the maintenance and care of buildings and building systems.
  • Makes site visits to all municipal buildings to ensure all systems are working properly and are in acceptable operating conditions.
  • Manages the procurement of supplies and services for all municipal buildings.

EDUCATION & EXPERIENCE :

  • High School Diploma or equivalent required and six (6) years in the facilities maintenance management field, with three years in a supervisory role with associated budgets, scheduling, payroll and purchasing experience.
  • Possess a valid Class D driver’s license.
  • Preferred qualifications include :

  • Bachelor’s degree from an accredited college or university with major course work in facilities management, construction management, civil engineering, construction engineering, architecture, or a related field; advanced studies in the area of facilities or energy management.
  • Some experience with automated temperature control systems, HVAC, electrical, plumbing, and general building systems, and Energy Management Systems (EMS) and controls.
  • KNOWLEDGE SKILL & ABILITIES :

    Knowledge of building and facilities management. Knowledge of energy efficiency and demand reduction technologies. Ability to manage budgets and invoices. Experience with initiation and oversight of contract services. Proficiency with Microsoft Excel and relevant maintenance software.

    Establish and maintain effective communication, both written and oral, with all levels of employees, public officials, vendors, and others. Strong organizational, decision-making, and time management skills.

    PHYSICAL REQUIREMENTS :

    While performing duties of this position, an employee may be required to sit, walk, climb, crawl, read, write, talk, or listen, in person and by telephone; use hands to operate standard office equipment and to assess, fix, or operate building systems equipment; and reach with hands and arms. Specific vision abilities required by this job include close vision and the ability to adjust focus to read and operate equipment as necessary during the work assignments.

    WORK ENVIRONMENT :

    Some work is performed in a normal office environment, not subject to extreme variations of temperature, noise, odors, etc. Operates computer, printer, photocopier, camera, meters, thermometers, various inspection tools, and a vehicle. Some work is performed outside in varying degrees of temperature.

    HOURS OF WORK : | Full-time (35 hours / week) Monday, Tuesday, Thursday 8 : 30 am – 4 : 30 pm; Wednesday 8 : 30 am - 7 : 30 pm; Friday 8 : 30 am - 12 : 30 pm. May be required to work outside of normal business hours at night or on weekends, as required.

    SALARY : | non-Union CAF 17 ($1,909.18-$2,228.73 / Week)
