WIOA Program / Fiscal Compliance Monitor (Contract)

We're seeking an experienced WIOA Program / Fiscal Compliance Monitor to join our team as an independent contractor and fulfill a key role in potential new business. The ideal contractor will be an expert in WIOA. This essential role involves ensuring strict compliance with federal, state, and local regulations and objectively assessing program effectiveness and fiscal integrity.

Up to 25% of travel will be required. This position is contingent on the project's award.

Key Responsibilities

  • Provide comprehensive programmatic and fiscal monitoring of WIOA Title I service providers.
  • Review service provider compliance with all applicable federal regulations, including the WIOA, Uniform Guidance (CFR Part), and U.S. DOL Training & Employment Guidance Letters (TEGLs).
  • Evaluate participant files for accurate eligibility determination, priority of service, and allowability of activities.
  • Assess financial management systems, internal controls, procurement practices, and allowability of costs for WIOA funds.
  • Review program performance against federal and state performance metrics and outcomes.
  • Lead and participate in formal entrance and exit conferences with leadership and service provider staff.
  • Prepare and submit all required contract Deliverables, including a Monitoring Plan, Entrance / Exit Conference Agendas, Draft Reports, and Final Monitoring Reports with comprehensive follow-up documentation (work papers, notes, spreadsheets).
  • Provide detailed written monitoring reports that clearly document findings, recommendations, best practices, and corrective action requirements.

Requirements :

  • A bachelor’s degree in accounting, Finance, Public Administration, Public Policy, or equivalent is preferred.
  • Three years of direct experience conducting monitoring or auditing services for Workforce Development Boards, government grant programs, or similar public-sector entities.
  • Extensive, demonstrated knowledge of WIOA Title I programs and federal compliance requirements.
  • Proven familiarity with OMB Uniform Guidance (CFR Part) and the U.S. Department of Labor's Training and Employment Guidance Letters (TEGLs).
  • Meticulous attention to detail and strong critical thinking skills to analyze data and form objective judgments based on technical knowledge of grant programs.
  • Strong verbal communication and presentation skills, with the ability to lead professional conferences and provide technical assistance.
  • Demonstrated ability to work independently, deliver thorough and objective reports, and adhere to strict contract timelines.
