Education / Experience :
- Bachelors degree and 2+ years of purchasing experience required.
- Degree may be waived with 6+ years of direct purchasing experience.
- Government or public-sector procurement experience required .
- Construction and / or facilities expereince required.
Overview
The Senior Buyer is responsible for sourcing, purchasing, and contracting goods and services in accordance with procurement policies and state regulations. This role ensures competitive pricing, quality service, and compliance with all statutory requirements. The Senior Buyer will also support departmental needs, manage vendor relationships, and participate in both routine and complex procurements.
Key Responsibilities
1. Sourcing and Vendor Management
Identify and maintain reliable sources of supply, including buying groups, state contracts, and approved vendors.Stay current on product trends, pricing, and new supplier opportunities through trade publications and vendor meetings.Collaborate with the Sourcing Administrator to implement best practices and innovative sourcing methods.Solicit and analyze quotations to secure optimal pricing, terms, and delivery timelines.2. Requisition and Purchase Order Processing (Below Bid Threshold)
Review and process authorized purchase requisitions in the procurement system.Obtain and evaluate at least three written quotes for purchases over $10,000 and below the bid threshold.Issue and distribute purchase orders promptly; resolve vendor or delivery issues as needed.Process change orders and ensure accurate account and payment information.Authorized to approve purchase orders up to $55,000.3. Competitive Bidding and Large Purchases (Above Bid Threshold)
Lead public bidding processes, including bid preparation, advertisement, and evaluation.Work with departments to define scopes of work and develop solicitation documents.Facilitate bid conferences, site visits, and evaluation committee meetings.Prepare and manage all required documentation and approvals for contract awards.Draft amendments and contract revisions, conduct price comparisons, and make recommendations to management.Ensure compliance with State of New Jersey procurement and waiver requirements.4. General and Compliance Responsibilities
Advise management on purchasing challenges and system issues.Meet with vendors to stay informed about products and market trends.Prepare reports and correspondence related to purchasing activity.Maintain compliance with Code of Conduct, Conflict of Interest Policy, and federal / state regulations.Stay current with updates to purchasing policies and procedures.Perform other related duties as assigned.Ideal Candidate Profile
