OBJECTIVES :
Under supervision from the Director of Parks and Recreation, the purpose of this position is to oversee daily operations of the Recreation Division by leading, planning, organizing, maintaining and managing activities, events and services, developing and implementing policies and procedures related to development, implementation, administration, and management of comprehensive recreation programs and services. Other duties include the preparation of the Recreation Division budget, and monitoring related expenditures, managing and evaluating the work of subordinates.
ORGANIZATIONAL RELATIONSHIPS :
- REPORTS TO : Parks and Recreation Director
- DIRECTS : Recreation Coordinator, Seasonal Aquatics Coordinator, Pool Managers, Lifeguards, and potentially seasonal or part-time employees or contractors involved in special events and recreation programs
- OTHER : Involvement and contact with state and national organizations, community civic groups, other city departments, and the general public
GENERAL STATEMENT OF DUTIES :
A Recreation Manager is a supervisory position. Duties of the Recreation Manager include but are not limited to the following :
Plan, organize, and manage the activities of the Recreation Division by supervising and evaluating the programs to determine the success of each program as well as any changes necessary to improve the programs.Prepares division budget and analyzes programs by reviewing program data and costs to propose, create and organize programs and capital improvements within the Recreation Division of the department.Monitors budget expenditures and revenue collection in all areas.Determines present and future programs and facility needs, as well as goals and objectives for the Recreation Division.Research and compiles data to obtain performance measurers and determine future needs for long range programming.Directs recreation personnel and prioritizes and assigns tasks and projects, coaches, and mentors' staff, providing opportunities for growth through work assignments and training, interviewing, recommending new hires and promotions, mentors work, develops staff skills, meets regularly with staff to discuss, and resolve workload and technical issues.Develops and reinforces Division objectives and deliverables and assists in the preparation of staff reports and division budgets, including recommendations for fiscal allocations and expenditures.Monitor recreation programs, athletic leagues, and services; evaluate the efficiency and effectiveness to meet the needs of the community; identify opportunities for improvement based on best business and industry practices and direct the implementation of change.Assists in the development of a relationship with community organizations and public agencies to form and utilize joint use agreements for recreational activities and facilities.Develop, update, and monitor public relations plans, utilizing social media, website and seasonal recreation guides.Assist in formulating long and short-range recreation plans; evaluate and identify present and future community needs; review and evaluate existing programs, plan and implement new programs, and review status of maintenance and facility operation.Prepare, submit and analyze various records and reports including program reports, invoices, attendance reports, performance evaluations, bid specifications, purchase orders, grant applications, budget documents, revenue reports, and annual reports.Oversight, development, and usage of multiple operations, maintenance, donation, and capital budgets.PHYSICAL AND ENVIRONMENTAL CONDITIONS :

While performing the duties of this job, the employee occasionally works near moving mechanical parts or in outside weather conditions. The employee is occasionally exposed to wet and / or humid conditions, fumes, toxic or caustic chemicals. May be required to lift or carry fifty (50) pounds occasionally and up to twenty (20) pounds frequently to move, lift, or push objects. Must be able to climb, stoop, kneel, crouch, reach and handle objects. Must be able to stand, walk, and sit up to one (1) hour daily.
The noise level in the work environment is usually quiet while in the office, or moderately noisy when in the field.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND TRAINING :
Knowledge of the philosophy and objectives of public recreation;Knowledge of the current trends and developments of parks and recreation;Knowledge of special event, athletic league and recreation programming.Knowledge of the rules of variety of sports.Knowledge of appropriate technology in order to best serve the public and manage programs.Knowledge of leadership and the principles of supervision;Skilled in the use of common computer programs and office machines, including Microsoft Office Professional, Publisher, and athletic and program scheduling software.Ability to organize schedules, programs, and position workload.Ability to identify and set goals and lead people to achievement.Ability to read and understand technical reports and budget documents;Ability to create budget reports for special events, programs, and leagues;Ability to participate in regional, state, and national organizations to stay versed in the latest trends in the parks and recreation field;Ability to communicate and establish rapport, understanding and confidence with participants and the general public;Ability to maintain a consistently positive attitude and persevere in challenging and dynamic situations.Ability to create, promote, and implement recreation programs;Ability to communicate orally and in writing with staff members and / or supervisor;Ability to work under stressful situations;Ability to effectively work with a variety of different age groups;Ability to stay calm; have excellent problem-solving skills :Ability to participate in active sports and recreation activities;Ability to organize and direct fitness and / or recreation programs;Ability to exercise independent judgment in the application of program and game rules and procedure;Ability to plan, promote, organize, and coordinate athletic programs and events;Ability be a team player in the organization;Ability to identify gaps in knowledge, seek out additional information and training in areas that will allow professional growth and success; andAbility to remain flexible and adaptable to changing situations.EDUCATION, WORK EXPERIENCE, CERTIFICATIONS AND LICENSES REQUIRED :
Bachelor's degree in a related field and / or equivalent work experience.Two years (2) progressively responsible experience in the recreational field.One year (1) supervisory experience preferred.A valid Texas driver's license and driving record must meet or surpass guidelines as set forth by the City of Marble Falls.Must have or obtain CPR and First Aid Certification within six months of employment.Certified Park and Recreation Professional (CPRP) Certification preferred but must obtain within 15 months of employment.Job Posted by ApplicantPro
