DEFINITION / GENERAL PURPOSE :
Assists the Residential Operations superintendent in the supervisory, managerial, and administrative tasks related to residential collection operations. Assists with planning, organizing, coordinating, and directing the activities in providing solid waste services to the residential customers of Copperas Cove in compliance with Municipal Solid Waste (MSW) rules, regulations, and City Ordinances.
SUPERVISION RECEIVED AND EXERCISED :
Receives direct supervision from the Residential Operations Superintendent.
Exercises supervision over residential collection employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES :
Plans and schedules manpower and equipment for Residential Collection & Disposal Operations.
Supervises the performance and may perform manual work including heavy lifting activities and performing maintenance on equipment and facilities.
Makes recommendations to the Residential Operations Superintendent in adjusting solid waste collection routes to accommodate changes, such as new residential businesses, relocation of businesses, load increases, etc.
Assists with the annual budget preparation through recommendations and gathering of supporting documentation.
Schedules and supervises the maintenance of departmental facilities, vehicles, and equipment as needed.
Supervises and directs personnel, keeps accurate records of attendance, and execute related personnel documents as required.
Schedules and provides ongoing training and safety programs for personnel and ensure proper certifications are obtained as required by state.
May operate various pieces of equipment such as garbage truck and or equipment at the Transfer Station, in the collection and disposal of solid waste materials in accordance with local, state and federal regulations.
Trains new personnel and ensures current personnel are trained in all areas of collection and safety requirements.
Cross-trains with counterpart in commercial operations.
Receives and responds to citizen inquiries and complaints; resolves complaints within scope of authority. Must be knowledgeable of the City Ordinance pertaining to Municipal Solid Waste collection and disposal services.
Makes recommendations to purchase supplies and equipment and maintains inventory records.
Assists the Residential Operations Superintendent in repairing and maintaining facilities and grounds.
Reports all accidents or injuries to the Residential Operations Superintendent or Solid Waste Director immediately. Completes reports as required.
The employee must have the ability to work well with others and have a good / pleasant attitude.
Must be able to follow directions.
Regular and timely attendance is an essential job function.
Perform other essential duties as required to achieve successful operation of the Residential Operations Division for the solid waste department
PERIPHERAL DUTIES :
Serves as a member of various employee committees.
Other Duties as assigned.
DESIRED MINIMUM QUALIFICATIONS :
Education and Experience :
High school graduation or GED equivalent required, Associate degree preferred;
Three (3) years' experience in solid waste operations required; at least one (1) year of experience in a supervisory capability preferred, or any equivalent combination of education and experience.
SPECIAL REQUIREMENTS :
Must possess a Valid State Class "B" CDL Driver's License, or ability to obtain one prior to employment with insurable record.
Must obtain a valid Texas Commission on Environmental Quality (TCEQ) Municipal Solid Waste (MSW) "B" License within one year of the date of hire and maintain the license while employed.
KNOWLEDGE, SKILLS, AND ABILITIES :
Knowledge of principles, practices, methods, and equipment applicable to modern solid waste utility management;
Knowledge of State and Federal Regulations regarding Solid Waste Collection and disposal;
Knowledgeable in the safe operation of heavy motorized equipment in relation to Texas Motor Vehicle Codes;
Knowledge in training personnel on safe and efficient methods of refuse collection, and supervise the operation of heavy equipment;
Knowledge of budgeting and purchasing;
Knowledge of City geography;
Skill in operating and supervising the use of all listed tools and equipment;
Skills to service and maintain heavy equipment and trucks and refuse vehicles;
Ability to supervise others ;
Ability to coordinate and prioritize jobs;
Ability to understand and follow written / oral instructions;
Ability to supervise and motivate employees and to maintain effective working relationships with the public, other departments, and personnel;
Ability to report for duty as situation requires;
Ability to perform a full range of physical efforts and to maintain the standards required for the execution of duties and to perform during adverse and stressful conditions.
SELECTION GUIDELINES :
Formal application, rating of education and experience, oral interview, DOT physical examination, pre-employment and random drug tests, reference check, and job-related tests may be required.
TOOLS AND EQUIPMENT USED :
Personal computer, including word processing and spreadsheet; motor vehicles to include heavy motorized equipment; phone; calculator; radio; fax, copy machine, and safety equipment as required.
