Purpose of the position :
- Subject Matter Expert for transport safety, regulatory compliance and hazardous materials technical support, training, and field support to all locations in North America.
- Monitor and report on transport safety metrics and KPIs. Support / lead continuous improvement initiatives within the transport safety program and risk reduction activities.
- Develop and review / analyze leading / lagging indicators to drive continuous improvement opportunities to influence, increase visibility / accountability working with transport operations to develop a safe and compliant transport culture.
- Maintain a working knowledge in all related legislation and industry transport safety practices and guidelines.
- Create processes, programs, and training to ensure safe multimodal transport operations and to protect transport assets from accidental loss and ensure regulatory compliance.
- Understands and ensures compliance with internal Transportation Safety standards and requirements.
- Identify transport safety and technology best practices and make recommendations for continuous improvement.
- Support / Lead the implementation of safer technologies providing oversight and guidance to transport operations.
- Monitor facility or operational compliance to all regulatory matters involving DOT, Transport Canada, IATA IMGD, ADR and other Hazardous Materials Management and compliance requirements.
- Serve as the primary interface involving issues with all transport regulatory officials both domestically and internationally requesting information. Recognize and identify new regulatory issues that could impact on our operations.
- Perform / support advanced transportation incident investigations with causal-analysis and / or other required analysis on major incidents or high-risk events. Provide a report as needed to ensure robust corrective and preventative actions and mitigation strategies.
- Develop / support formal risk-based transport training programs with transport operations.
- Track / lead / support mitigation activities with respective stakeholders involving transportation incidents or / and corrective actions to ensure safe operations.
Principal responsibilities
Primary interface with all transport regulatory agencies activities in North America.Develop, implement, and sustain transportation safety and compliance programs, processes, risk reduction initiatives, training, and best practices in accordance with the company, industry standards, and regulatory requirements.Develop transport safety meetings and training material. Identify and prioritize annual transport safety training requirements and programs for each LOB transport operation (i.e. annual HSEQ plans and KPI's).Identify and recommend new and emerging transport safety processes and technologies.Participate in industry associations (CGA, NPTC, CVSA, etc.) and committees as required for transport safety and compliance matters.Support the development of the annual transport audit plan. Conduct auditor training and performance auditor certification. Maintain internal certifications as a transportation auditor.Support / Lead transport safety and compliance due diligence efforts.Perform as the Subject Matter Expert (SME) and Analysis Expert (AE) for all high risk drive camera events. Provide interpretations, analysis, and review of events. Identify drivers with fatigue related events.Manage and direct the company's Transportation Sleep Apnea program for drivers. Act as primary contact and program manager with third party providers of Sleep Apnea diagnosis, treatment, and monitoring.Provide guidance and support for all managers involved in the handling and transportation of hazardous materials (HAZ MAT). Provide training as needed.Collaborate with training groups to establish risk-based transport safety training programs for drivers and transport managers.Support and train HSEQ Area Operation Leaders on specific transport compliance, safety processes and audit program requirements.Provide SME support and / or leadership for Severity 1 & 2 vehicle incidents and serve as lead investigator.Lead / support the development of future Transport Safety & Compliance programs.Lead / support the Regional Transport Team of Experts relating to Transport Safety & Compliance.Develop, champion, implement and sustain HSE transport compliance programs, processes, and best practices in accordance with DOT, Global Modes (air, sea, etc.), CGA and other internal and regulatory requirements.Provide support and monitor compliance with all sites involved in the handling and transportation of hazardous materials.Identify Best Practices and make recommendations for risk-based transport safety and compliance continuous improvement.Provide support and expertise to location managers and HSEQ Operation Leaders during regulatory inspections such as USDOT, Transport Canada, etc.Coordinate internal resources to develop responses to transport safety related regulatory citations. Addresses all proposed penalties, fines, and suits a negotiate to final resolution.Represent the company as the Designated Employee Representative (DER) to meet USDOT and TC requirements (USDOT required controlled substance program). Remain knowledgeable of USDOT Controlled Substance testing requirements, act as SME in support of business and HR. Follow-up on non-conformances as required.Primary contact with the Federal Railroad Administration (FRA). Communicate and appeal notices of violation and negotiate notices of potential / probable violations to reduce penalties. Track and report on all rail penalties, provide regulatory guidance to the LOB to eliminate potential penalties.Keep abreast of transport safety legislation and industry guidelines (current and pending) and collaborate with the business to identify impacts and solutions for compliance.Maintain required regulatory reports relating to Transportation Safety such as the USDOT Reportable Incidents log, drug testing, etc. and provide annual reporting to the USDOT as required.Manage and report compliance with the USDOT CSA safety rating system to ensure the company maintains a satisfactory rating and the continued ability to transport hazardous materials throughout North America. Lead and support implementation of continuous improvement programs. Manage, track, and respond to all high-risk roadside inspection violations.Provide HSEQ oversight of the USDOT Driver Qualification File compliance system and report on status and trends.Manage, maintain, track, and apply for all DOT and TC required RINs, Special Permits, HM Registrations, etc.Support and train HSEQ Area Operation Leaders on specific transport safety, compliance, and audit program requirements. Oversee Company car drivers through driving record reviews on an annual basis. Approval of new drivers and car eligibility completed through MVR review on an as needed basis.Provide HSEQ guidance and support to the company's International operations transport safety and compliance, regulatory and hazardous materials technical requirements, expertise, training and field support to all locations.Required key skills (functional / technical)

Bachelor's degree in safety, Quality, Engineering, or related field preferred.Minimum 10 years' experience in transport safety & regulatory compliance; Industrial Gas or related industry experiences acceptableTransport or Safety certifications a plusWorking knowledge of USDOT, Transport Canada and other transport mode regulationsRegular travel up to 50%
