The Tarrant To & Through (T3) Partnership aims to increase postsecondary credentials and workforce success for Tarrant County students. Currently, only 39% of adults have an associate degree or higher, despite 65% of jobs requiring post-secondary education. T3 provides resources, financial assistance, and opportunities to students and families, equipping them for successful careers. Through collaboration with various organizations, we strive for inclusive pathways to education. POSITION SUMMARY

The Human Resources Manager is responsible for leading and managing the daily operations of the HR function, including talent acquisition, employee relations, performance management, payroll and benefits administration, leave programs, compliance, and policy development. All functions of this role are completed in-house and not outsourced. This role will also oversee (DEI) initiatives across the organization.

Reporting to the VP of Programs & Operations, the HR Manager will be a strategic partner in building the people systems, policies, and culture needed to support T3’s continued growth.

DUTIES AND RESPONSIBILITIES

  • Partner with the VP of Programs & Operations, CEO / President, and other senior leaders in fostering a strong, inclusive people culture across a matrixed environment.
  • Partner with Finance and Procurement teams on budgeting, benefit invoicing, professional development reimbursements, stipends, and recruitment costs.
  • Ensure compliance by tracking and documenting required training, certifications, and continuing education (e.g., safety, anti-harassment, licensure).
  • Lead full-cycle recruitment including sourcing, interviewing, and hiring, while advising managers on workforce planning and role competencies.
  • Administer and manage payroll, benefits, and all vendor relationships with providers, TPAs, and retirement plans.
  • Develop and manage employee engagement initiatives, satisfaction surveys, and performance review processes.
  • Design and implement succession planning and cross-functional training programs.
  • Oversee onboarding, orientation, and employee recognition programs to strengthen engagement and retention.
  • Manage HR operations including compensation, benefits, employee relations, disciplinary actions, investigations, and training and development.
  • Provide guidance to employees and supervisors on HR inquiries, escalating complex matters as needed.
  • Lead T3’s DEI strategy by identifying learning opportunities, securing expert facilitators, and evaluating the organization’s ongoing DEI efforts.

QUALIFICATIONS

Education & Experience

  • Bachelor’s degree in Human Resources, Business Administration, or related field required (or equivalent experience at a 1 : 1 ratio).
  • Minimum 5 years of progressive HR management experience preferred.
  • SHRM-CP or HRCI certification (aPHR, PHR) highly desirable.
