ROLE AND PURPOSE : The Chief Technology Officer is a strategic leader responsible for directing the district's technology initiatives and leveraging innovation to improve student learning and operational efficiency. This position oversees all aspects of the technology department, including network infrastructure, data systems, cybersecurity, and technology support. The CTO possesses a deep understanding of technology management and a passion for using technology to enhance the educational experience for all students and staff. They collaborate closely with district leaders, campus administrators, and staff to align technology strategies with the district's vision and priorities, ensuring that technology resources are used effectively to support student success.
QUALIFICATIONS :
Minimum Certification Requirements :
- Bachelor's Degree in Computer Science, Business Administration, Management Information Systems, Information Technology, or another related field (required)
- Master's Degree (required)
- Certified Education Technology Leader (CETL) certification (preferred)
Minimum Experience :
Five years' experience leading a progressive Technology organization (required)Three years' experience in the design, implementation and integration of technology systems across a large organization (preferred)Information technology leadership experience in a K-12 school district environment preferredSPECIAL KNOWLEDGE AND SKILLS :
Comprehensive understanding of data center technologies, data management, and integration of applications across an enterprise-wide system.Broad knowledge of current and emerging technologies, technology directions and strategic application to District needs.Exceptional program and project management skills, including the ability to effectively manage multiple technology initiatives.Excellent interpersonal, organizational, strategic thinking and quantitative / qualitative skills.Demonstrated ability in providing a customer focus and the establishment and management of service level agreements in a complex environment involving multiple platforms, applications, communication systems and vendorsExperience developing and maintaining IT policies, procedures, standards and guidelines.MAJOR RESPONSIBILITIES AND DUTIES :
I. Instructional Management
Works collaboratively with other leaders in planning, coordinating, implementing and evaluating the technology program of the District.Directs the strategic design, acquisition, management, and implementation of an enterprise-wide technology infrastructure and supports the integration of technology into the learning process.Provides oversight and management of the Technology Department consisting of Information Systems, Technology Operations, Project Management, and Web Services.Promotes innovative use of technology for enhancing teaching and learning, standards, data analysis, formative assessments, extending learning opportunities, and on-demand learning for stakeholders.Provides direction and guidance in the daily operation of the technology systems throughout the District.Serves as clearinghouse for technology resources to ensure the optimum productivity of technology users.Facilitates professional learning, training programs related to technology, and the utilization of technology within the District.II. Personnel Management
Assists in determining staffing needs.Assists in interviewing and selecting personnel for positions required to implement technology resources and other personnel as requested by the Superintendent.Establishes processes for the development and implementation of programs and activities designed to accomplish the mission of the District and to improve competencies of the staff.Supervises and evaluates the performance of appropriate Technology Department staff.V. Administrative and Fiscal / Facilities Management
Provides management oversight and coordination for the functions of the Technology Department.Prepares reports and maintains complete and accurate records as required by administrative regulation, District policy, and the Texas Education Agency.Assists in the preparation of the annual budget for all technology departments.Monitors budget expenditures for all technology departments.Assists in the implementation of the policies established by federal law, state law, state board of education rule, and the local board policy in the areas supervised.Direct risk evaluation and compliance management processes for all technology assets and resources.Demonstrates responsible fiscal control over assigned program budgets.Assists in analyzing facility and equipment needs for optimum teaching, learning, and work efficiency.Assists appropriate District staff and / or third-party vendors in identifying technology needs regarding construction and facility bond projects.Assists in the annual district-wide budget development, including development of budgeting procedures.Provides management oversight and coordinates expenditure of technology bond funds.Coordinates writing of bid specifications and evaluation of bids for business and instructional hardware and software.Coordinates the re-qualification of technology acquisitions.Collaborates with Academic Services to monitor and oversee the procurement of instructional materials resources funded by the District instructional materials allotment.Serve as the primary representative of technology to the any bond advisory committees and the Citizens' Bond Oversight Committee.VI. Student Management
Collaborates with Instructional Technology Department and campus administrators regarding the implementation of instructional technology which is appropriate to the level of students, thereby promoting positive student management.Develops and maintains procedures for student usage of mobile technology devices.VII. School / Community Relations
Articulates the District's vision, priorities, and values to the community and solicits community support in organizational improvement.Assists in communicating technological systems, accomplishments, goals, and new directions to parents and the community.Demonstrates a commitment to the vision, priorities, and values of the District through effective communication.Foster effective relationships with business, community, private and public education leaders on behalf of technology interests of the District.Demonstrates awareness of school / community needs and initiates activities to meet those identified needs.Projects have a positive image to the community.Attends School Board meetings / work sessions; and prepares and presents reports for the School Board as requested.VIII.
