Overview
The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state. NYISO seeks a Market Design Specialist in Rensselaer, NY to act as a technical expert in the design, modification, and implementation of market rules for NYISO’s market products. This position works collaboratively with internal and external NYISO stakeholders to facilitate and support the research and design of new market rules and products, and to develop enhancements to existing market rules and products. It will also assist in the development of new business processes, market rules, and tariff changes.
The Market Design Specialist will lead the development of business requirements to implement new market designs. S / he will present proposals for new and evolving market designs and rules to NYISO stakeholders, including internal NYISO staff, senior management, market participants, and others. S / he will act as the primary point of contact between market participants and internal NYISO stakeholders and will support project teams with the implementation of market designs.
Responsibilities
Review and study market outcomes of existing market design to identify opportunities for improving market effectiveness and efficiencies.
Analyze NYISO markets to identify potential market design flaws and opportunities for improvements in both market effectiveness and efficiency. Such analysis will focus on market outcomes as they relate to various system conditions, market participant behavior, reliability needs and public policies.
Gather, organize, summarize, distribute, and act upon expert feedback from internal NYISO subject matter experts, NYISO consultants, and external stakeholders.
Analyze market evolution recommendations to determine feasibility and potential effectiveness to achieve desired outcomes.
Develop an understanding of the NYISO regulatory structure including NYISO governance, NYISO tariffs, agreements and manuals.
Review, assess and develop summary reports of market design features of other ISO / RTO markets.
Develop professional relationships with neighboring ISO / RTO markets to allow for exchange of ideas and collaboration in market design.
Monitor national trends and federal and state regulatory policies for early identification of potential opportunities or impacts for NYISO markets.
Study systems and functionality of existing market design to analyze them and interact with stakeholders to design improvements.
Lead the development of product-based solutions to problems identified or recognized needs for increased functionality or effectiveness. Prepare reports including conclusions of analysis and recommendations for solutions. Prepare impact analyses and reports. Prepare, present and defend market design recommendations for review with senior management, market participants and regulators.
Perform assessments and compile results of impacts to NY consumers from new market solutions.
Fulfill role of primary interface between market participants and NYISO product development and business owners to collect and share information and perspectives.
Collect information and perspectives through discussion with market stakeholders.
Negotiate complex rule changes which often have significant system impact and may require repeated discussions with stakeholders who have differing interests. Develop campaign strategies to move controversial solutions through stakeholder discussions.
Write and review draft tariff modifications, memos to the Board of Directors, and filing letters.
Interact with Product Business Analysts who write software requirements and occasionally contribute to their work.
Ensure that the Market Vision and Product Plans remain current and reflect future design opportunities under consideration.
Present proposals and reports on market design proposals to NYISO senior management.
Support NYISO Strategic and Business Plan objectives.
Represent NYISO in industry forums and conferences as an independent, unbiased source of information on the design and operation of the wholesale markets in New York.
Qualifications
Bachelor’s degree in Electrical Engineering or a closely related field.
The successful candidate must have two years of experience as an analyst in the power / energy industry. Experience required in market data analysis, energy and bidding data analyses, and working with Microsoft Excel VBA, SAS, and Tableau.
Compensation
Salary range : $61,360 to $91,000.08
