Senior Program Manager
This position is for either of the following Cascades West Center locations : Albany office or Toledo office.
Summary Of Position
This position is FLSA Exempt and not eligible for overtime. This position is responsible for senior level management within the agency and department including responsibility and oversight of several programs and units. Program Managers strategically lead programs, ensure compliance with State and other contracts, interpret policy, implement procedures, and direct staff. Monitors and administers budget including overseeing grant writing and fund-raising efforts. Coordinates and collaborates with other agency departments, community partners, and stakeholders.
Essential Job Duties
Essential Duty 1 Program Oversight 50%
Coordinates work activities between offices within the agency, and with community agencies, providers, and other services. Maintains community public relations to facilitate integration of services. Assists Senior & Disability Services Director in developing long-range program goals and short-range operational objectives through analysis of program content and effectiveness. Reviews proposed policy and make recommendations. Conducts selective periodic case reviews to ensure case standards are being met on a timely basis, and mandated policy and procedures are followed. Meets regularly with Senior and Disability Services Director to discuss program functioning and opportunities for improvements. Interprets federal, state and agency policy ensuring compliance with laws, regulations, and directives. Responds to inquiries, complaints, problems, or emergencies affecting the availability or quality of service. Assists in developing new or expanding existing programs through grant writing or other activities that support programs serving the region. Represents agency at local, regional, and state meetings, providing information and professional consultation as required.
Essential Duty 2 Staff Management 40%
Develops, implements, and evaluates staffing plans for delivery of all assigned functions. Selects, trains, and supervises Program Supervisors and other personnel engaged in program services and activities. Reviews workloads, personnel assignments and status of ongoing work and projects to plan and evaluate staff activities. Works with Program Supervisors in these duties providing oversight, mentoring, and coaching. Works with Supervisors and HR on issues related to performance, discipline, and grievances. Provides general policy and case consultation with program supervisors and staff. Assists staff in case problem solving.
Essential Duty 3 Budget Support 10%
Supports the Program Director in the management and oversight of budgets, invoicing and financial duties. Evaluates program expenditures, including direct authorization of program expenditures, and ensures proper utilization of funds for administrative and program costs. Works to ensure that budgets, financial reports and contract tracking and reporting is up to date.
Supervision Received : Receives general direction from Senior & Disability Services Director.
Supervisory Responsibilities : Provides supervision to and evaluation of Program Supervisors and professional level staff as assigned.
Working Environment
Work is performed primarily in an office environment utilizing a personal computer, laptop, telephone and a variety of office equipment. Position requires sitting for long periods of time and performing extensive computer work. Occasional travel to various meetings and trainings is also required.
Minimum Qualifications
Experience & Training
Graduation from a four-year college or university with emphasis in social services, public health, psychology, or project management. Course work in social work, or experience providing considerable knowledge of vulnerable populations. At least four (4) years of supervisory or management experience desirable; OR any satisfactory equivalent combination of education, experience and training which demonstrates the knowledge, skills, and abilities required to perform the duties of the job. Knowledge of Older American Act and related programs required.
Knowledge, Skills and Abilities
Knowledge of the theory and practice of social work.
Knowledge of confidentiality rules regarding client and provider records, investigations, including HIPAA regulations.
Knowledge of, and ability to, monitor and administer a budget.
Knowledge of, and ability to operate, a personal computer.
Knowledge of, and experience in, Microsoft software.
Ability to monitor and administer a budget.
Ability to oversee supervisors and advise regarding the development and implementation of individual service plans.
Ability to mentor and coach program supervisors in performing their duties.
Ability to work effectively with State program staff and changes made to the Oregon Medicaid program.
Ability to assist and coordinate other personnel involved with providing social services casework.
Ability to develop program goals and analyze service delivery systems.
Ability to effectively communicate orally and in writing;
Ability to represent the agency before various citizen groups and public officials.
Ability to motivate, train and supervise staff; and ability to apply problem-solving techniques.
Ability to direct and coordinate staff work activity.
Ability to present to members, other agency staff, and the public a professional image which instills confidence and always reflects well upon the agency and agency administration.
Licenses, Certificates, & Other Requirements
Possession of a Valid Oregon Drivers License or ability to obtain reliable transportation in order to travel throughout assigned area.
Position requires successful completion of a criminal history and drivers license check.
