Air Division Director
This position is responsible for leading DEQ's Air Division into the future. The Air Division is comprised of the air permitting, compliance, regulatory and policy development and implementation, monitoring, analysis, and modeling. This position requires that the selected candidate complete a Statement of Personal Economic Interests as a condition of employment, per the Code of Virginia 2.2-3118.2. This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.
This position will primarily be responsible for the following :
- Manage the DEQ air program to ensure consistent implementation in compliance with federal and state laws and regulations, including the Clean Air Act, State Air Pollution Control Law, and related administrative regulations.
- Improve the efficiency of Air Division operations as DEQ develops an online permitting and compliance system (DEQAct) that is tied into DEQ's Permitting Enhancement and Evaluation Platform (PEEP) and utilizes AI as a tool for permit reviewers.
- Collaborate with state and federal agencies such as the Office of the Attorney General and the U.S. Environmental Protection Agency, as well as external stakeholders including regulated communities, non-governmental organizations, community groups, and the public.
- Proactively anticipate and resolve problems using practical, common-sense solutions.
- Oversee the Air Division's fiscal, capital, and human resources effectively.
- Align program activities with agency policies, procedures, and executive management directives, balancing environmental benefits with impacts on regulated entities, agency resources, and the community.
- Actively contribute as a member of the Agency's leadership team, identifying and pursuing opportunities for process improvement.
Qualifications :
Comprehensive knowledge and experience implementing Clean Air environmental statutes, regulations, and policies, as well as an understanding of industry roles in Clean Air compliance.Demonstrated proficiency in DEQ Leadership and Management Competencies, including self-awareness, strategic thinking, developing others, fostering collaborative work relationships, understanding the business environment, achieving results, proficient communication, and applying technical skills.Expertise in program planning and evaluation, personnel leadership and resource management.Experience resolving challenges across stakeholder groups related to Clean Air Program.A combination of education, training, or experience in Clean Air related law, engineering and / or sciences.A licensed attorney or engineer desirable but not required.The Virginia Department of Environmental Quality (DEQ) is the primary environmental permitting agency in the Commonwealth of Virginia.
