Chief Roofing Inspector

An employee in the classification shall conduct inspections and permit reviews to ensure compliance with the Florida Building Code and Miami Dade County Code and other applicable codes and regulations as it relates to the installation of roofing components, roofing systems, roofing assemblies and the waterproofing thereof, evaluating substandard roofing applications to determine the extent of plans reviews for errors and omissions. An employee in this position usually works independently on field inspections and routine office duties, consulting with a technical superior on more difficult or unusual problems.

Essential Job Functions

  • Conducts inspections of roofing installation for possession of permits; inspects for compliance with building code and approved plans and specifications requirements.
  • Records every roofing examination and inspection of all violations of the code.
  • Records all corrections or dispositions of violations through data entry, written or other means.
  • Reviews and checks for appropriate permits for all alterations, major or minor roofing construction or repairs to buildings or other structures to ensure conformity with building codes.
  • Conducts investigations for possible non-compliance with City ordinances or other roofing codes.
  • Documents evidence of violators and provides assistance in the prosecution of violators.
  • Examines roofing plans, blueprints, tracings, sketches, and specifications.
  • Approves and / or disapproves proposed roofing applications in accordance with codes and other regulatory requirements and discusses disapproved items with architects, engineers, contractors and / or owner builders to obtain plan changes necessary for approval.
  • Performs roofing inspections and enforces Florida Building Code and Miami Dade County Code and other applicable codes.
  • Reviews roofing applications for compliance with Florida Building Code and Miami Dade County Code and other applicable codes.
  • Investigate and follow-up with complaints.
  • Prepares monthly reports for the section, as requested.
  • Assists with the administration of collective bargaining agreements and exercises judgment and discretion in their applications to bargaining unit employees.
  • Performs other related work as required.
  • Maintains high ethical, honesty and moral standards.
  • Perform any other duties as assigned by the Building Official and / or Chief Building Inspector.

Qualifications

  • Must be able to be certified by the Miami-Dade County Board of Rules and Appeals and shall have at least one (1) of the following :
  • Five (5) years of experience in the roofing industry, two of which shall have been in a supervisory capacity and holding a current certificate as a Roofing Contractor issued by The Miami-Dade County Construction Trades Qualifying Board; or Florida Construction Industry Licensing Board; or
  • Five (5) years' experience in the roofing industry and certification as a Building Inspector in Miami-Dade County and holding a personal certificate from the Miami-Dade County Construction Trades Qualifying Board as a Roofing Inspector or Contractor; or
  • Five (5) years' experience in the roofing industry and certification as a Building Inspector in Miami-Dade County and holding a personal certificate as a General Contractor issued by either The Florida Construction Industry Licensing Board, provided the number of the license shall be less than #7837; or The Miami-Dade County Construction Trades Qualifying Board; or
  • Five (5) years' experience in the roofing industry and holding a current license from the State of Florida as a registered Architect or Engineer.
  • Special Requirements

  • Must be able to review and approve plans as authorized by the Board of Rules and Appeals.
  • Possess a current certification as a Building Inspector (General) in Miami-Dade County and hold a State of Florida Standard Roofing Inspector License or a personal certificate from the Miami-Dade County Construction Trades Qualifying Board as a Roofing Inspector or Roofing Contractor; or
  • Possess a current certification as a Building Inspector in Miami-Dade County and hold a personal certificate as a General Contractor issued by the Florida Construction Industry Licensing Board, provided the number of the license shall be less than #7837; or
  • Possess a current license from the State of Florida as a Registered Architect or Engineer and have one year of roofing experience; or
  • Possess a Standard Building Inspector license issued by the Florida Building Code Administrators and Inspectors Board with minimum one year supervisory field experience and eligible for examination.
  • Requirements :

  • Must be a non-smoker.
  • Must be fluent in English.
  • Ability to communicate in Spanish is preferred.
  • Must be legally authorized to work in the United States.
  • A valid State of Florida driver's license with acceptable driving record at time of appointment. This must be maintained throughout employment.
  • Must complete a background investigation which includes a national criminal history search, driver's license history check, and a drug screening.
  • Must meet the requirements for a Building Inspector (Commercial Roofing) as stipulated under the Miami Dade County Code, State of Florida Department of Business and Professional Regulations and applicable Florida Statutes at time of application and be certified by the Miami Dade County Board of Rules and Appeals within one year of appointment into the classification.
  • Employees in this classification may be required to work various shifts, to include nights, holidays, and weekends.
