Outpatient Crook County Assessment And Resource Center (Arc) Supervisor

The ARC Supervisor provides clinical and administrative supervision to the agency's Crook County ARC team members, including Case Managers, Peer Support Specialists, and Certified Drug and Alcohol Counselors and provides direct client services such as comprehensive behavioral health screenings and brief intervention. This role participates in fiscal budgeting, fosters community connections to leverage program growth, and provides both clinical and administrative leadership to staff. Additionally, the ARC Supervisor will be responsible for program and position development. As this position is new to the agency, it will require flexibility and creativity to establish effective processes and strategies that align with the agency's goals and community needs.

ARC Functions And Services

  • Screening and Assessment : Welcome youth and families, complete initial screenings, and offer additional assessments as needed.
  • Brief Intervention : Provide short-term and extended brief interventions for youth who misuse substances, including family involvement when appropriate.
  • Referral to Treatment / Care Coordination : Train staff in care coordination, follow up for at least 120 days, and support with barriers like transportation and communication.
  • Peer / Family Support Services : Ensure continuity of care through ongoing support from peer support specialists.
  • Community Education / Outreach : Create a stigma-free environment for learning about behavioral health and community services, and host regular informational groups.

Essential Position Responsibilities

Oversight of ARC Staff and Treatment Programing

Launch and manage the ARC to deliver walk-in behavioral health and co-occurring substance use and mental health screening, interventions, and referral services to youth and families.

Oversee the delivery of the ARC's five core services :

  • Screening and Assessment
  • Brief Intervention
  • Care Coordination, Referral and Follow-up
  • Peer and Family Support Services
  • Community Education and Outreach
  • Model clinical skills and provide direct services such as comprehensive co-occurring assessment, treatment planning, individual, group, family therapy, case management, care coordination, and peer support services as needed.

    Build and guide the co-occurring substance use and mental health treatment team to work collaboratively within the ARC and community in an effort to enhance the delivery of services, productivity, and creativity.

    Provide leadership to the co-occurring substance use and mental health team in such a way that the work environment supports and facilitates quality care.

    Provide clinical supervision for the ongoing growth and development of staff and interns in compliance with OAR 309-019, OAR 309-032, and OAR 415-012.

    Maintain timely and accurate documentation of clinical supervision in accordance with OAR 877-020-0012 and administrative supervision per Rimrock Trails policies.

    Develop quality co-occurring substance use and mental health treatment services that are evidence-based, reflective of current research, innovative, and responsive to client needs.

    Understand Oregon Administrative Rules (OARs) as they relate to the ARC program.

    Adhere to HIPAA and 42-CFR Part 2 laws and regulations concerning confidentiality and security of protected health information.

    Management, Leadership, and Administration

    Develop, implement, and oversee co-occurring substance use and mental health program objectives and goals.

    Collaborate with local systems such as DHS, juvenile justice, schools, and tribal organizations to build clear, effective referral pathways.

    Lead team in such a manner as to enhance productivity, creativity, and quality of services.

    Monitor staff productivity and carry out performance evaluations.

    Assure compliance with grant requirements and carry out required reporting.

    Resolve problems, complaints, or emergencies affecting the availability or quality of services.

    Serve as a key liaison for the program.

    Summarizes, prepares reports, and presents information to appropriate groups.

    Responsible for the knowledge and interpretation of overarching ordinances, rules, and regulations for substance use and mental health treatment programs.

    Team Development

    Recruit, screen, train, and retain qualified, culturally diverse staff with lived experience when possible.

    Develop onboarding modules for training on all systems needed, maintain a continuing education mindset for all documentation training.

    Provide education of overarching ordinances, rules, and regulations for substance use and mental health treatment programs.

    Provide ongoing administrative and clinical supervision for the growth and development of staff / interns, recognizing strengths and individual talents.

    Ensure that chart documentation is completed in an accurate and timely fashion.

    Complete all personnel documentation including performance evaluations and monthly administrative supervision.

    Resolve sensitive personnel matters using Employee Performance Management policies.

    Fiscal Management

    Develop and pursue leads on new business opportunities, including expansion of co-occurring substance use and mental health programming available.

    Monitor expenditures to ensure compliance with the budget.

    Community Development

    Participate in development activities with local agencies, organizations, state and county departments, private service organizations, schools, citizens groups, community coalitions, advisory boards, and committees.

    Serve on committees and attend community meetings. Make public presentations as necessary.

    Develop and maintain effective working relationships with DHS, juvenile justice, schools, after school programs, community mental health providers, and other community partners.

    In Collaboration with Quality Care

    Monitor service outcomes, client engagement, and equity impact.

    Ensure timely, accurate, and confidential documentation in accordance with HIPAA, 42-CFR Part 2, and Rimrock Trails policy.

    Evaluate and adjust services to meet community needs, expand outreach, and reduce system gaps.

    Prepare required grant reports and manage billing to sustain operations.

    Analyze program effectiveness and recommend improvements to expand existing programs. Supervise payments for services, monitor compliance with the contract, and implement corrective action as necessary.

    Create and monitor Key Performance Indicators (KPIs) and present them as required.

    Travel : Occasional travel to other sites as needed.

    Qualifications

    Minimum / Required :

  • Master's Degree in Behavioral Health Field meeting QMHP requirements.
  • Certified Alcohol and Drug Counselor (minimum CADC II)
  • Must be certified or licensed by a health or allied provider agency to provide addiction treatment. At least two years of management experience in a Program setting.
  • Program experience or skills and knowledge of addiction counseling and a history of management or administrative work.
  • Must be able to work independently and within a multidisciplinary team of professionals. Must have strong oral and written communications skills.
  • Recent relevant computer skills are required.
  • Self-directed ability to maintain accurate documentation
