Job Overview

The Office of Administrative Tax Appeals (OATA) is an umbrella agency comprised of the Tax Appeals Tribunal and the Tax Commission. OATA seeks attorneys to serve as Tax Commission Hearing Officers in appeals filed by taxpayers seeking not-for-profit exemptions from real property taxes after their applications for exemption were denied by the New York City Department of Finance. Hearing Officers will review taxpayer claims and documentary submissions, conduct hearings, and draft written determinations granting or denying the appeal as directed by, and under delegation from, the Tax Commission President.

Responsibilities

  • Review taxpayer claims and documentary submissions, conduct hearings, and draft written determinations granting or denying the appeal as directed by the Tax Commission President.

Appointments are subject to Office of Management and Budget (OMB) approval.

Minimum Qualifications

  • Admission to the New York State Bar.
  • One year of satisfactory United States legal experience subsequent to admission to any state bar; or
  • Six months of satisfactory service as an Agency Attorney Interne (30086).
  • Incumbents must remain members of the New York State Bar in good standing for the duration of this employment.

    Preferred Skills

    Candidates with five or more years of litigation experience are preferred; should have excellent writing, communication, interpersonal, analytical, research, problem-solving, multitasking, and organizational skills.

    Assignment Level Requirements

    To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and / or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

    Residency Requirement

    Salary : $96,638.00 – $146,052.00.
