The position is responsible for the agency's supervision of administrative services (Finance and accounting). The incumbent serves as the Business manager and is required to exercise independent judgment in maintaining internal controls and ensuring the financial sustainability of the county health department. Responsible for the supervision of staff including appraisals, planning and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions. Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training. The incumbent may attend meetings on the Administrator Director's behalf : in their absence, in case of a conflict or at their request. Provides decisions, feedback, and an agency-wide perspective. The incumbent provides signatory approval and conducts administrative functions as needed.

Formulate and maintain up to date policies, protocols and procedures to assure compliance with all relevant standards, statutes and administrative code and train staff regarding these. Comply with and monitor compliance (when applicable) of the mandatory requirements of section 215.422, Florida statutes and chapter 3a-24 of the Florida administrative code. This position is assigned regulatory responsibilities as outlined in HRSR 60-55. Issued P-Card for emergency and non-emergency Department-related expenses.

Budget & Finance : Plans, directs and coordinates the financial activities of the Florida Department of Health in Pinellas County. Duties include Coordinates the preparation of the agency's annual operating budget of approximately $65,000,000, in accordance with form and content requirements of the county health department's model contract. Coordinates the preparation of the Core Contract between the Department of Health and the Pinellas County Board of County Commissioners. Assists the CHD Director in presenting this information to state and county officials as required. Monitors budget and expenditures on a continuous basis; prepares reports to state and county in accordance with contract requirements. Responsible for review and preparation of the annually of the County User Fee Schedule proposal to the County. Monitor the OCA balance report in FIRS and ensure balances are accurate. Ensures within 60 days of the end of Schedule C Federal OCA grant period that the OCA balance is zero. Ensures by the end of each quarter, State General Revenue and Trust Funds OCA's have no negative cash balances. Monitors the preparation of the Annual Medicaid Cost Reimbursement Report, in accordance with form and content requirements and ensures it is submitted by November 30, annually. Monitors the preparation of the Spending Plans for current and subsequent fiscal years as requested. Discusses on a quarterly basis significant variance with CHD Financial Director and implements any corrective action plan. Ensure spending plan(s) is updated in FIRS for CHD Financial Director to review and approve as per policies and guidelines. Prepare and submits the year end Financials statements for the Agency by the due date annually, Internal Control Questionnaire by April 30, annually and any grant related reports required as per the Funder's agreement. Ensures appropriate accounting and administrative procedures are followed in invoice payment, revenue collections and billing Medicaid, Medicare, other third-party payers, and self-pay clients. Ensures collection of revenues are accurately tracked, reported, and maximized. Reviews collection reports to ascertain status of collections and balances outstanding. Evaluates effectiveness of current collection policies and procedures and directs improvements. Works with other divisions to ensure efficient, streamlined billing processes are maintained. Prepare weekly & monthly financial reports for management as requested. Directs all activities relating to fee collections, cash, checks, banking, invoice processing and accountability.

Participate in local, state and federal meetings and conferences pertinent to county health department administration and with internal program activities and special projects.

Performs other duties as required, including performance of additional interpreter duties, consistent with skill level, and as needed.
