AFISS 2 JOB DESCRIPTION (FBI)
The contractor shall support processes and procedures related to financial investigations, including introducing tools and techniques for analyzing financial information.
Support will include developing forfeiture aspects of ongoing investigations.
The contractor shall analyze financial records obtained by FBI Case Teams through databases and submit reports. This includes reviewing bank statements, deposits, debit transactions, checks, letters of credit, Currency Transaction Reports (CTRs), loan applications, and related records obtained via subpoenas and warrants. The goal is to identify hidden assets and false statements used to conceal illicit assets.
The contractor shall review, process, and analyze information to help determine the amount to seek for forfeiture, trace assets, and assist in perfecting the Government's interest in property.
Repatriation of assets subject to forfeiture shall be performed by the contractor.
The contractor shall identify individuals and entities involved in deposits, along with related bank accounts, properties, investments, and assets.
Maintain detailed case documentation and database files related to financial investigative research, tracing criminal proceeds, and interests in targeted property.
The contractor shall research and analyze data from various investigative systems such as Choice Point, Autotrack, TECS, FINCEN, CLEAR, THREADS, Accurint, ISYS, Lexis-Nexis, PACER, CourtLink, West Law, NADA, Used Price.com, and other law enforcement databases. Tasks include analyzing ownership interests, tracing proceeds, creating databases from financial records, preparing warrants, complaints, exhibits, and cataloging evidence related to property ownership and source.
The contractor shall support ingestion, processing, and analysis of datasets using government tools, collaborating with data scientists, engineers, and developers to extract insights for law enforcement outcomes.
Additional services include parsing dialed number strings to identify forfeitable property and supporting the development of probable cause for warrants, orders, and forfeiture actions.
The contractor shall organize detailed examinations of information from investigations and alternative sources, conducting financial analyses of assets.
Assist in developing probable cause for seizure warrants, restraining orders, and forfeiture actions, including assessing risks and community impacts, such as in cases involving occupied properties.
Prepare documents and catalog case exhibits on property source and ownership, identify potential substitute assets, and assist witnesses and case agents during interviews and court proceedings.
Perform link analyses related to forfeiture, utilizing financial and investigative data to determine relationships and the forfeitability of property and proceeds.
Provide courtroom testimony and depositions regarding investigative findings and asset identification.
