Program Manager
We are seeking a highly motivated and experienced Program Manager to lead strategic business development and proposal efforts for federal design-build and design-bid-build construction projects. This role is ideal for a dynamic professional with a strong engineering background and proven experience in federal contracting, proposal management, and cross-functional team leadership.
Responsibilities
- Lead a team of two in the development, review, and submission of proposals in response to Government RFPs for design-build and design-bid-build projects.
- Maintain and manage a multi-year business development pipeline for global Engineering Solutions opportunities.
- Prepare and submit responses to Government capabilities statements and Requests for Qualifications (RFQs).
- Regularly utilize federal procurement platforms such as GovWin to identify and track new business opportunities.
- Ensure executive leadership is informed and aligned on strategic pursuits and pipeline developments.
- Coordinate with Joint Venture partners through regular meetings to align on JV proposal strategies and execution.
- Supervise one FTE responsible for maintaining internal systems, including task order proposal tracking (Procore), document repository (SharePoint), and sales tracking database (Salesforce).
- Oversee the preparation and timely submission of price proposals for project modifications.
- Collaborate with Project Managers and Operations Directors to resolve complex project execution challenges.
- Apply engineering expertise to address design-build issues and provide Quality Control support as needed.
- Represent the company in Director-level client meetings and other engagements as directed by the VP of Engineering Solutions.

The pay range for this position is $50.00 - $80.00 / hr.
