SUMMARY OF THE ROLE

The Electrical, Instrumentation, & Controls Competency Assessor supports and assists the Training Director in implementing and maintaining the Competency Assurance Management System (CAMS) for RGLNG Maintenance personnel. The role is responsible for assessing the performance and competence of electrical, instrumentation, and control systems technicians across various tasks and activities, ensuring they meet the requirements of competence assurance standards. The Assessor conducts field assessments, provides verification of competency for safety-critical maintenance tasks, and delivers technical training in both workshop and field environments. KEY RESPONSIBILITIES :

  • Assess the performance of E / I&C maintenance personnel and their related knowledge across various tasks, ensuring demonstrated competence meets the requirements of CAMS standards
  • Deliver technical training programs through classroom instruction and field-based training, such as : Electrical systems maintenance and testing, Instrumentation calibration and maintenance, Control systems operation and maintenance, Hazardous area equipment maintenance, Safety systems testing and verification, PLC / DCS fundamentals, and Critical function testing
  • Support the development and maintenance of role competency profiles for E / I&C personnel, such as : Equipment-specific competencies, Medium and high voltage authorizations, Safety-critical maintenance tasks, Technical skill assessments and Control system competencies
  • Conduct field assessments and observations to evaluate technician competency in areas such as : Electrical equipment maintenance, Instrument calibration and testing, Control system maintenance, Safety system testing, Foundation Fieldbus maintenance, Gas detection systems, Fire and gas systems and Critical protective functions.
  • Verify completion of required training curriculum as documented in individual training plans before conducting competency assessments
  • Document assessment results and provide detailed feedback to personnel and supervisors on competency gaps identified
  • Support verification of competency (VOC) activities for new or modified equipment
  • Assist in developing and maintaining E / I&C assessment tools, guides and verification processes
  • Verify compliance with electrical safety standards and hazardous area requirements
  • Mentor and guide maintenance personnel in developing technical competency
  • Support the review, updating, and compliance with the training matrix
  • Support continuous improvement of CAMS through feedback and recommendations

MINIMUM REQUIREMENTS :

  • 5+ years' experience in E / I&C maintenance at an LNG facility or similar process plant.
  • 3+ years' experience conducting E / I&C competency assessments.
  • 2+ years' experience delivering technical training.
  • Experience with maintenance management systems and DCS platforms.
  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status.
  • Strong understanding of electrical, instrumentation and control systems including : High and low voltage systems, Control systems (DCS / PLC), Instrumentation and control loops, Safety instrumented system, Fire and gas systems, Foundation Fieldbus, Gas detection systems, and UPS and power distribution
  • Experience with maintenance training and competency development.
  • Knowledge of competency-based assessment methodologies.
  • Strong instructional and presentation skills.
  • Understanding of electrical safety standards and hazardous area requirements.
  • Relevant understanding of metering legislation and quality measurement instrumentation apparatus installed in an LNG facility.
  • Knowledge of relevant codes and standards (NEC, IEC, ISA).
  • Strong observation and evaluation skills.
  • Excellent written and verbal communication abilities.
  • Proficiency in CMMS and Microsoft Office applications.
  • Experience with learning management systems.
  • Strong planning and organizational capabilities.
  • PREFERRED QUALIFICATIONS :

  • Associate's degree in related technical field or Electrical / Instrumentation trade qualification.
  • Formal assessor qualification.
  • Training / assessment certification.
  • Job Site Work Environment

  • Must be able to wear all necessary PPE equipment to perform job functions.
  • Operates in a complex construction environment.
  • Exposure to indoor and outdoor weather conditions.
  • Not necessarily protected from weather and temperature changes. Possible exposure to hot, cold, wet, humid, or windy weather conditions.
  • Exposure to moving mechanical parts and electrical circuits.
  • Exposure to constant or intermittent sounds of a pitch level sufficient to cause marked distraction.
  • Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w / scanner and fax, and radios.

  • Ability to drive to other Company work locations as required.

  • The incumbent is required to have fully mechanical motion and usage of all extremities.
  • Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle, and lift items weighing up to 20 lbs. without assistance.
  • Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
  • Must be able to clearly communicate with others via radio, phone, and verbal methods.
  • May be required to enter confined spaces.
  • May be required to work at elevated heights and access elevated structures without assistance.
