Pacific Asian Consortium in Employment (PACE) was founded in 1975 to provide job training and placement services for the Asian Pacific Islander communities in Los Angeles. PACE has since expanded into a variety of service areas, all tailored to meet the growing and changing needs of the multi-ethnic communities in Los Angeles County. Now, in addition to job training and employment services, significant PACE programs encompass business development; early childhood education (Head Start); financial education and asset building; housing and rehabilitation services; weatherization and energy-conservation programs; and affordable housing development. PACE serves more than 40,000 people each year with our wide scope of services with approximately 350+ staff. PACE is recognized as a leader in addressing problems of poverty and economic inequity in ethnic minority communities, has a reputation of being responsive to community needs, and is known for creating innovative solutions to the myriad of challenges faced by our clients.
The PACE Energy and Environmental Services Department provides Home Energy Assistance, Weatherization and other services to low-income residents of the greater Los Angeles area. These programs provide utility bill assistance and install measures to help improve the energy efficiency, safety and comfort of eligible homes or multiple unit residences.
PACE is seeking a highly experienced and well-rounded VP of Energy and Environmental Services to join the organization. The VP of Energy and Environmental Services for Low-Income Families will oversee and lead the Department of Energy's initiatives designed to provide critical energy-related services and support to low-income households. This role requires a dynamic leader committed to reducing energy burdens and improving the quality of life for vulnerable populations through the administration of energy assistance programs (Low-Income Home Energy Assistance Program and Weatherization Assistance Program), policy advocacy, and community outreach. The VP of Energy and Environmental will work closely with government agencies, utility companies, non-profits, and local stakeholders to ensure equitable access to energy resources and services
Duties And Responsibilities
Plan the Program :
- Plan the delivery of the overall program and its activities in accordance with the mission and the goals of the organization and funding agencies.
- Develop new initiatives to support, grow and expand the program, department and organization mission and programs.
- Develop and implement short-, medium- and long-term goals and objectives to achieve the successful implementation of the department's programs and contracts.
- Develop an annual budget and operating plan to support and effectively implement the department's programs.
- Develop a program evaluation framework to assess the strength / s of the department and identify areas for improvement, as necessary.
- Develop funding proposals and income-generating programs or contracts for the department to create and sustain financial sufficiency to deliver additional services to the community.
Organize the Program :
Determine appropriate leveraging strategies among programs to deliver more comprehensive services to the community.Review department / program operations and develop appropriate strategies to strengthen and grow operations.Ensure that program activities operate within the accepted policies, procedures and requirements of the organization and its fund sources.Ensure that program activities comply with all relevant legislation and professional standards.Develop forms and records to document program activities.Oversee the appropriate collection and maintenance of program records for statistical and program compliance that adheres to the confidentiality / privacy policy of the organization.Determine appropriate staffing structure of the department to ensure adequate employees are in place to support the successful operational needs.Implement the human resource policies, procedures and practices of the organization.Collaborate with Human Resources Director to ensure that personnel files are suitably protected and kept confidential.Monitor the appropriate discharge of the organization's and funding agencies' policies, procedures and guidelines.Lead the Program :
Provide visionary leadership for energy programs and services aimed at low-income families, ensuring that resources are effectively allocated to meet their needs.Develop and implement strategies to address energy affordability, access to energy-efficient technologies, and assistance in energy emergencies.Lead a team of professionals to design, deliver, and evaluate energy assistance programs such as the Low-Income Energy Assistance Program (LIHEAP) and energy efficiency upgrades.Monitor program performance and ensure compliance with federal, state, and local regulations.Manage the overall department operations, ensuring the efficient and effective delivery of services and accomplishment of program targets and goals.Ensure all staff members receive orientation and appropriate training in accordance with the organization and funding standards and requirements.Oversee and provide effective leadership to the department / program staff by offering appropriate direction, input and feedback.Communicate with clients and other stakeholders to gain community support for its programs and solicit input to improve the program services delivery.Develop, strengthen and grow department network and collaborations.Consult with other managers to ensure the appropriate leveraging, collaboration and teamwork results in an effective and efficient program delivery to the community.Oversee / Coordinate the delivery of services among different program activities to increase effectiveness and efficiency.Control the Program :
Monitor and conduct a regular evaluation of program operations and develop appropriate strategies to improve and / or promote a more effective and strategic program / department implementation.Communicate effectively with funding agencies / companies and provide needed reports, input and recommendations, as needed.Work in partnership with the Controller / Fiscal Officer to ensure the department operates within approved budget, maintains a healthy / efficient cash flow and adheres to appropriate and generally accepted financial / fiscal program guidelines.In collaboration with Fiscal Officer / Controller, ensure that all financial records of the program are up to date and accurate.Ensure that all financial reports and supporting documentation are prepared and submitted according to appropriate funding / contracts / agreements.Identify and evaluate the risks associated with program activities and take appropriate action to control the risks.Submit regular reports to executive management and funding agencies on the department and program operations and provide proper recommendations or suggestions, as needed.Responsibilities to the Agency :
In collaboration with the COO and CEO, the VP will establish the department's strategic agenda to achieve and / or exceed its programmatic goals.As a member of PACE's Senior Level Management Team, must contribute to furthering the mission and vision of PACE and identifying strategic alliances and partnerships that will extend the organization's brand in the community and increase avenues of support.Ably represent the organization at events, conferences, public events or gatherings, internal and external engagements; and project a positive image of the organization to further promote its accomplishments and services to the public and the community, among others.Ensure adherence to legal rules, compliance, and guidelines.Education And Experience
Education
Minimum Bachelor's degree in Business, Public Administration, Management or related field; Advanced Degree strongly preferred.Knowledge, skills and abilities
Verifiable knowledge of program and operations management.Minimum ten (10) years of experience in positions with progressively greater responsibilities.Minimum five (5) years of experience working in an executive leadership position.Minimum five (5) years of administrative experience in managing and implementing multi-million-dollar contracts.Strong networking and collaborative association / s with utility providers, government energy implementors and key energy program administrators highly desired.Demonstrated skills / abilities in a management capacity in the areas of human resources management, program operations implementation and oversight, troubleshooting and familiarity with federal, state and local laws, codes, regulations and requirements pertaining to the program, including :Principles and practices of business administration, organizational management, facilities management, and human resources management.Principles and methods of finance and budget administration as they apply to the funding and reporting requirements of state and federal categorical programs.Laws and regulations pertaining to managing a diverse workforce.Records retention and management.Ability to make well-informed decisions.Proficiency in the use of computers and technology such as : Microsoft Office, email and internet, database programs, simple accounting.Additional Characteristics
