What You'll Do :

In the Case Manager / Housing Stability role, you’ll be responsible for providing comprehensive housing-focused case management to participants in the TBRA Program. This role includes assessing client needs, coordinating rental assistance, supporting clients in maintaining stable housing, and ensuring compliance with program requirements and HUD regulations.

The Tenant-Based Rental Assistance (TBRA) Program provides short- to medium-term rental assistance and housing stabilization services to eligible low-income households in Oceanside, CA. The program aims to prevent homelessness, increase housing stability, and support clients in achieving self-sufficiency.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  • Conduct intake assessments, eligibility screenings, and documentation verification for TBRA applicants, including income and disability verification.
  • Develop individualized housing stability plans with measurable goals in collaboration with program participants.
  • Assist participants in securing and maintaining affordable housing, including navigating landlord relationships, lease agreements, and unit inspections.
  • Coordinate and monitor rental assistance payments, security deposits, and utility reimbursements in compliance with program policies.
  • Maintain regular contact with clients through office visits, phone calls, and home visits to ensure stability and progress toward goals.
  • Provide referrals and connections to supportive services such as employment, healthcare, food resources, and mental health services.
  • Track client outcomes, complete required documentation, and maintain accurate records in the agency’s database and case files.
  • Collaborate with property owners, community agencies, and city staff to resolve issues that may jeopardize housing stability.
  • Participate in community outreach, program promotion, and landlord engagement activities to expand housing opportunities.
  • Ensure compliance with HUD HOME regulations, Fair Housing laws, and local program guidelines.
  • Attend trainings, staff meetings, and case conferencing sessions as required.

Requirements : Who You Are :

You're passionate about making a lasting impact, whether supporting individuals directly or enhancing our organizational effectiveness. To thrive in this role, you'll :

  • Bachelor’s degree in Social Work, Human Services, Psychology, or a related field preferred. Equivalent experience may be considered, required
  • Minimum 1–2 years of experience in case management, housing programs, or social services.
  • Experience working with homeless or low-income populations strongly preferred.
  • Knowledge of HUD regulations, TBRA or Section 8 programs, Fair Housing laws, and local housing resources is a plus.
  • Strong organizational and documentation skills with attention to detail.
  • Ability to work independently, manage multiple priorities, and maintain professional boundaries.
  • Excellent communication and interpersonal skills.
  • Proficiency in Microsoft Office Suite and database systems.
  • Bilingual (English / Spanish) preferred but not required.
  • Must have a valid CA driver’s license, reliable transportation, and the ability to conduct occasional home visits.

  • Demonstrated knowledge of community resources, social service agencies, and landlords
  • Fluency in the English language is required. Bilingual in Spanish preferred
  • Sensitivity to cultural and socioeconomic characteristics of the population served

  • The ability to establish and set appropriate limits with persons served to help them gain skills and confidence
  • Knowledge and skill in identifying housing for low-income individuals and families
  • Knowledge of all guidelines and regulations in the Americans with Disability Act
  • Demonstrated experience managing multiple deadlines and working effectively under pressure, using independent judgment to produce quality work under time constraints
  • Knowledge of Windows operating systems as well as Microsoft Office applications (Word, Excel, Outlook, and PowerPoint) MS Access knowledge a plus
  • Ability to communicate effectively among a diverse workforce population and maintain sound working relations with all levels within the community and organization
  • Work with a spirit of enthusiasm, teamwork, cooperation and a sense of urgency
  • Maintain a high degree of confidentiality over all matters in the course of business operations, including client and employee information

  • PHYSICAL, MENTAL & ENVIRONMENTAL REQUIREMENTS :

  • Must be able to perform work in a climate-controlled office setting.
  • Must have the physical ability to sit for long periods of time, stand, walk, bend, kneel and uses hands, arms and legs for dexterity and balance on a frequent basis.
  • Occasionally lifts, carries and balances objects weighing up to 30 pounds.
  • Pulls and pushes such objects as file drawers, computers and similar office equipment and supplies.
  • Prioritizes and multi-tasks work and projects requiring good memory, concentration and analytical thinking.
  • Occasionally is required to perform the safe operation of a vehicle, office equipment and machines, and recognize and abate safety hazards within the workplace.
  • Must be able to hear, see, including distinction of colors, read and communicate verbally and in writing frequently with a wide range of people from divergent socio-economic backgrounds and origins.
  • The noise level in the work environment is usually low
  • Location : Onsite / Oceanside

    Hourly Rate : $23.00-$26.00

    Hours : Monday-Friday : 8am-5pm
