Grant Finance And Compliance Supervisor
The Grant Finance and Compliance Supervisor provides strategic leadership and oversight for funding, compliance, and accountability within the Paid Leave Division's Public Outreach and Small Employer Assistance Grant programs. This position safeguards the integrity of public resources by supervising staff, developing and enforcing internal controls, and leading financial monitoring, payment, and appeals processes. The role is critical to ensuring program accuracy, equity, and effectiveness.
Key responsibilities include :
- Lead design, implementation, and continuous improvement of the Paid Leave Division's grant programs.
- Develop and maintain comprehensive policies, procedures, and internal controls to ensure compliance with state regulations and statutory requirements.
- Oversee grant review processes including application and risk review, implement financial monitoring plans, tracking methods, and internal controls.
- Analyze information, make recommendations, and implement actions based on grant funding data, spending trends, and needs.
- Supervise and support a team specializing in grant processing, payments, and compliance responsible for data entry, document collection, RPR processing, and compliance tracking.
- Manage, track, and monitor the appeals process for Small Employer Assistance Grants, ensuring timely and consistent resolution.
Minimum qualifications :
Four (4) years of experience including at least two (2) years in financial compliance and internal controls and at least two (2) years in grant administration. Of those four (4) years, a minimum of two (2) years must include supervisory experience leading a team in one (1) or more of the following areas : grant processing, payments and compliance, finance compliance, internal controls, financial analytics, or other closely related areas as determined by the agency.Skills in negotiation, conflict resolution, and consensus building with diverse groups to solve difficult and sensitive problems to ensure alignment with systems and policies.Skills in drafting and maintaining policies and procedures governing grantee expenditures and reimbursements to ensure compliance.Skills in preparing reports and metrics for leadership and auditors.Preferred qualifications :
Experience managing, tracking, and monitoring the application and appeals processes.Skills in analyzing performance indicators and applying continuous improvement.Skills in technical grant management systems and technical product builds.Knowledge of DEED's policies, procedures, and services.Ability to interpret and apply complex regulations and policies.Skills in communicating clearly and concisely with diverse audiences.Our employees are dedicated to ensuring cultural responsiveness.
