Position Summary
The Marine Operator is responsible for the routine maintenance, cleanliness, and general upkeep of Town-owned marine facilities and equipment including, but not limited to, the Mooring Field, restrooms, docks, parking areas, and all navigable waterways within the Town's jurisdiction. This role plays a key part in ensuring safe, clean, and welcoming conditions for residents, visitors, and marine users. In addition to maintenance duties, the Marine Operator provides daily customer service support to Mooring Field patrons, including managing reservations and responding to general inquiries and needs.
This position requires availability to work Saturdays and Sundays, along with two additional weekday shifts, each scheduled for six hours per day.
Responsibilities and Reporting During an Emergency Situation : If assigned, employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.
EXAMPLES OF ESSENTIAL DUTIES
- Maintains mooring field facilities, equipment, buoys, signage, and navigational aids, including underwater diving inspections and cleanings
- Assists boaters with check-ins, mooring assignments, and general inquiries about harbor rules, weather, and water conditions
- Inspects vessels, docks, and mooring systems for compliance with regulations and reports safety or maintenance issues
- Provides emergency vessel assistance and conducts pump-outs as needed
- Cleans and maintains Town facilities, restrooms, and grounds; performs landscaping, pressure washing, painting, and minor construction
- Performs routine maintenance on HVAC, plumbing, irrigation systems, lighting, and building equipment
- Operates and maintains marine and work equipment; ensures all tools and vehicles are safe and functional
- Conducts daily trash removal and assists with Town-wide maintenance and public works tasks
- Monitors inventory of supplies and materials; requests quotes and orders replacements as necessary
- Responds to reports of oil or hazardous spills and coordinates with authorities as required
- Operates drones to monitor vessel placement and mooring system conditions
- Maintains administrative records, including timesheets, inspection logs, and maintenance reports
- Attends required trainings and meetings and participates in emergency response efforts
- Drives Town vehicles and performs other duties as assigned to support municipal operations
- Performs other duties as assigned.

REQUIREMENTS :
Education, Certification, and Experience :
High school diploma or equivalent certificate.One (1) year of experience working in marina services and / or related fields.Experience in operational maintenance / management of a moderately sized marina / docking facility or similar water-related business preferred.Enroll, and successfully pass the Florida Boater License and Safety courses and Ostego Bay Oil Spill Co-op course within three (3) months of hire date.Must possess a valid state driver's license and obtain a valid Florida Driver's License within thirty (30) days of hire or promotion.Commercial Driving License with Hazardous Materials endorsement preferred.FEMA IS 100, 200, 700 and 800 certification or completion within 30 days of hire.Knowledge, Skills, and Abilities :
Knowledge and understanding of relevant federal and state laws, and regulations for safe vessel operations.Knowledge of basic groundskeeping, housekeeping and building maintenance practices.Knowledge of how to use and apply paints, sealers, and stains properly.Knowledge and application of safety standards and precautions pertaining to the use of tools and equipment.Knowledge of the techniques and procedures used in streets, grounds, and facility repair and maintenance, as well as corresponding boating skills and vessel towing operations.Knowledge of the occupational hazards, safety precautions and personal protective equipment observed in the trade(s) of assignment.Knowledge of general boat and vessel mechanics, as well as general knowledge of maintenance and repair work on harbor facilities.Knowledge of environmental regulations and practices, including water quality management and protection of marine ecosystems. Knowledge of Florida Clean Marina Best Management Practices.Ability and understanding to apply the basic Inland Navigational Rules.Ability to operate service vehicles, including pickup trucks, utility vehicles, riding lawnmowers, etc.Ability to safely operate motorized tools, manual tools, and light equipment such as lawnmowers, weed eaters, saws, drills, augers, tillers, compactors, and emergency generators.Ability to read and follow written and oral instructions.Ability to utilize a variety of modern office equipment and operate a computer as necessary.Ability to work cooperatively with other employees and the general public.Ability to work outdoors often during extreme weather conditions (heat, cold, rain, etc.).Ability to work independently or with minimal supervision.Ability to handle a multitude of diverse tasks simultaneously while maintaining an attention to detail for the purpose of ensuring accuracy in task performance.Ability to draw valid conclusions in task processing and prioritization.Ability to add, subtract, multiply and divide, calculate decimals and percentages and compute discount, ratio and proportion and profit and loss.Ability to inspect items for proper length, width and shape, and visually read various types of information.Ability to establish and maintain effective working relationships with supervisors, other employees and the public.Ability to maintain reliability and work the assigned schedule.Physical Requirements :
The position involves heavy physical demands, such as exerting up to 100 lbs. of force occasionally, and / or up to 50 lbs. of force frequently, and / or up to 20 lbs. of force constantly to move objects.Tasks involve frequent walking, standing, bending, stooping, some unassisted lifting, carrying, pushing and / or pulling of moderately heavy objects up to 50 pounds and occasionally heavy objects up to 100 pounds with the assistance of other employees and / or equipment as appropriate.Requires excellent eye / hand / foot coordination for operating standard and specialized electrical and gas operated equipment.Environmental Requirements :
