Community Development Director

Under the general direction of the City Administrator, performs professional, administrative, and leadership responsibilities related to directing, organizing and managing the Community Development Department, including planning, zoning, economic development, housing and redevelopment and building code compliance.

Administrative :

  • Provides excellent customer service to all members of our community, inclusive of all races, genders, sexual orientations, religions, abilities, ages, national or ethnic origins, languages, citizenship status, socioeconomic status, and political affiliations.
  • Directs, oversees and participates in the development of the City of Northfield strategic plan as it relates to Community Development projects and services; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures.
  • Coordinates activities with those of other departments and outside agencies and organizations; provides highly responsible staff assistance to the City Administrator and City Council, prepares and presents staff reports and other necessary correspondence.
  • Prepares requests, with appropriate supporting materials for various state and federal financial assistance.
  • Selects, trains, motivates and evaluates personnel; provides or coordinates staff training; evaluates employee performance; works with employees to correct deficiencies; implements disciplinary procedures. Provides timely, accurate feedback and thorough performance reviews for supervised employees.
  • Directs the preparation of agenda items for the City Council, and various committee and boards involved in the planning and code compliance activities; presents agenda items to the Council as needed.
  • Develops and reviews staff reports related to code compliance and planning matters; present reports to a variety of commissions, committees, boards and the City Council.
  • Directs the evaluation, selection and administration of outside contracts for code compliance and planning activities.
  • Reviews and oversees code changes to ensure constitutional compliance with state and federal laws; stays abreast of new or amended state and federal codes.
  • Investigates and resolves complaints or refers to appropriate individuals or other City departments for resolution.

Economic Development :

  • Develops, plans, organizes and implements marketing strategies to promote the city as an ideal business and industry location through presentations, correspondence and meetings with individual investors and business owners, organizations (public and private) and all economic development clients or prospects interested in the city.
  • Promotes business and industrial development through personal contacts with community leaders, management officials of existing business and industry, industrial real estate community, area and state agencies, etc.
  • Directs, initiates and coordinates development and marketing plans for the City's Business Park and all other available industrial and commercial sites and buildings.
  • Participates in and / or provides staff resources and assistance to coordinate unified economic development efforts of the Economic Development Authority, Visitor's Bureau, Chamber of Commerce and other community service organizations.
  • Administers and coordinates economic development projects, business retention and expansion, entrepreneurial and small business development strategies, economic development finance, marketing / attraction, that directly relates to the City's goals of planned, efficient, and orderly growth according to established regulations and policies.
  • Develops and maintains economic profiles of the region and community.
  • Planning & Zoning :

  • Develops, organizes and facilitates on-going comprehensive planning processes and procedures for current and long range needs.
  • Plans, coordinates, and directs the implementation of the city's comprehensive plan.
  • Identifies alternatives for converting policy ideas into action plans affecting city developments, expansion, transportation and related programs.
  • Initiates studies regarding zoning issues, development of ordinances, business regulations, review of permits, architectural designs, etc.
  • Issues interpretations of city zoning, planning and related ordinances and regulations.
  • Directs and coordinates the development projects of the City.
  • Housing and Redevelopment :

  • Develops, plans, coordinate, administer, and direct assigned redevelopment, housing, and related projects, programs, functions, and activities of the City's Housing and Redevelopment division including affordable housing activities, residential rehabilitation program, residential redevelopment programs, first time homebuyer program, residential community development block grant programs, and all other federal / state programs.
  • Plans, develops and coordinates the implementation of long-range plans, goals, objectives, policies, procedures, and work standards pertaining to Housing and Redevelopment services, programs, and issues.
  • Building Code Compliance :

  • Directs all activities of the code compliance division including administering, interpreting and enforcing building and environmental codes, ordinance and regulations.
  • Directs the activities of the inspection, plan review, code enforcement, and permitting activities of the building code compliance division.
  • Directs the potential violations and enforcement of municipal and state codes, ordinates, and regulations related to building code, nuisance abatement, animal control, parking, and zoning code violations.
  • Financial / Budget :

  • Directs, and supervises in the development and administration of the department's budget process.
  • Directs the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implements midyear adjustments.
  • Directs / manages all federal, state and local funding such as CDBG, TIF, etc.
  • Minimum Qualifications : Bachelor's degree in Urban / Regional Planning, Community or Economic Development, or a related field, with five years progressively responsible Community Development and or Economic Development experience, which includes previous supervisory experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities will be considered. Valid MN Drivers License.

    Preferred Qualifications : Master's degree in Urban / Regional Planning, Community or Economic Development, or a related field. Certification from the National Development Council as an Economic Development Finance Professional is preferred.

    Normal business / office hours are from 8 : 00 a.m. to 5 : 00 p.m., Monday through Friday. Evening and weekend meetings as necessary. Eligible for hybrid telecommuting work.
