Water-Sewer Lead Position
Under the direct supervision of the Water / Sewer Supervisor and general supervision of the Public Works Superintendent, this position leads functions related to the installation and maintenance of the water distribution and sewer collection systems. In addition, the incumbent personally performs skilled labor in support of the construction and maintenance of the City Water Distribution and Sanitary Sewer Systems to contribute to their safety and functionality. Subject to work after hours and weekends as required.
Essential functions include :
- Coordinate manpower and equipment
- Be familiar with established work schedules
- Obtain equipment and supplies required to perform the assigned projects
- Provide working instructions to assigned employees
- Monitor work to assure timely completion, quality results, safety in the workplace and cost effective use of all department resources
- Be aware of any problems or opportunities on the job site
- Prepare requisitions and purchase orders, when appropriate
- Complete field reports as well as other miscellaneous reports and documentation when requested
- Prepare daily time sheets
- Design and forward as-builts in water and sewer construction projects
- Develop professionally through formal and informal training and membership in appropriate professional organizations
- Installation and maintenance of pressure reducing valves
- Flushing lines
- Respond to citizen complaints
- Respond to calls and locates. Hydrant maintenance and valve actuation
- Installation and maintenance of water mains and related equipment and services
- Assist with reservoir maintenance
- Assist with system monitoring
- Assist with water leak monitoring
- Form, pour and finish concrete sidewalks, curbs, driveways and approaches
- Responsible for chlorination and pressure testing of new water construction when installed by City staff
- Sewer installation
- Clean sewer mains
- Manhole maintenance
- Repair or replace broken pipes
- Respond to citizen concerns, complaints, and requests
- Respond to calls for locates
- Assist with pump maintenance and cleaning of wet wells
- Restore rock walls, lawns, landscaping and fences to owner's satisfaction
- Safely and professionally operate equipment necessary to install and maintain water distribution and sewer collection systems, assist other departments
- Perform routine inspection and maintenance necessary for the efficient and safe operation of the equipment. This includes monitoring fuel, battery, windshield, oil, water, grease, brakes, tires, etc.
- Report problems and coordinate the repair of equipment with the motor pool
Position requirements include :
High school diploma or G.E.D.Three (3) years water distribution and three (3) years wastewater collection construction experienceEquipment used-Light duty vehicles, compactor, jackhammer, pump, air compressor, tapping machine, 5- and 10-yard dump trucks, backhoe, track hoe, trenchers, cut off saw, dozer, line locator, three-axle Vac truck with high pressure cleaning machine, and the ability to safely and professionally operate a wide range of other small power and hand tools. Use and monitor atmosphere detection equipment, lasers, levels and transits.Knowledge, skills, abilities, and special requirements include :
Thorough knowledge of the procedures, practices, methods, materials and equipment used in the construction, maintenance and repair of the water distribution system and sewer collection system.Ability to communicate clearly and effectively in writing and orally with City staff, subordinates and the general public.Ability to lead other employees, including manpower, equipment and parts for installation and maintenance projects. This includes the ability to help develop a positive working environment and effectively utilize employees and other resources assigned by the supervisor.Ability to make responsible decisions while in the field in order to assure a safe working environment and accomplish assigned duties.Ability to gain the trust and support of other employees when leading work partiesRecord keeping skills.Ability to learn city procedures, regulations and requirements with respect to procurement, operations and organization.Knowledge of the safety standards, practices and procedures relating to all facets of the job.Ability to respond and coordinate emergency situations in the absence of the supervisor.Ensure the cost effective use of city resources.Assist contractors and report deficiencies with their work to the supervisor in a positive professional manner.Keep others informed of work issues and programs by maintaining quality communications.Work to resolve issues of conflicting personalities and needs.Display initiative to resolve problems and capitalize on opportunities in the job.Support team members and maintain a positive work environment supporting fair and equal treatment of employees within the Equal Employment Opportunity Guidelines.Successfully pass a modified background investigation.Ability to lift, push, carry and pull materials and objects weighing up to 50 lbs. up to 100 lbs. on occasion using proper lifting techniques.Must be capable of frequent bending, standing, kneeling and maintaining continual physical activity during the workday.Physical risks include handling disinfection chemicals, heavy equipment, excavation of utilities and working in adverse traffic conditions.Possess a Washington State Driver's License with a Class "A" or "B" commercial endorsement.Flagging certification (to be secured within 90 days of hire).Labor and Industries First Aid Card with cardio-pulmonary certification (secured within 90 days of hire).Washington State DOH Certification as a Water Distribution Manager I and Washington Wastewater Collection Specialist I.Subject to 24-hour call back for emergency conditions.Contacts :
The Water-Sewer Lead position has regular contact with a variety of contractors, consultants, engineers, architects, private utility companies, citizens, and regulatory agencies.The Water-Sewer Lead has frequent contact with other City departments and staff.Interactions with the public can become escalated and difficult.Supervision :
