Fire Division Chief

The Barstow Fire Protection District has been providing services to the greater Barstow area for well over 125 years. The Fire District's 30 Full-Time employees provide services for an estimated population of 60,000, located within a 60-square mile area out of (2) Fire Stations. The Fire District responds to approximately 8000 emergency incidents each year, including fires, medical emergencies, rescues, and other wide-ranging requests for service.

Under general direction of the Fire Chief, this Limited Term-Fire Division Chief manages one of three major divisions of the Fire District; directs and completes special assignments in support of the Fire Chief; assists the Fire Chief in meeting Board policies, goals and legislative mandates; and acts for the Chief as designated during periods of absence. The assignment to a major division will be made by the Fire Chief and may be to the Operations / Emergency Services Division, the Resilience / Community Risk Reduction Division or the Support Services Division.

This position will be completing specific deliverables as described in the associated grant.

Operations / Emergency Services assignment has primary responsibility for : fire suppression, rescue operations, emergency medical response services, and related activities in support of these functions.

Resilience / Community Risk Reduction assignment has primary responsibility for : implements, coordinates, and advocates local resilience programs and disaster planning / response / recovery goals, objectives, and community outcomes, EOC management, arson investigations; and, public information and education. Leads the development of a comprehensive strategy that is informed by the array of needs facing the applicant community, including the populations and infrastructure that are most vulnerable, and incorporates planning and implementation of mitigation, preparedness, and recovery activities, and mitigation project scoping.

Support Services assignment has the primary responsibility for : oversight of training staff, Information Technology, fleet management, District facilities management, and Auxiliary Workers.

While this is a multi-position classification with each position assigned to a specific area, the incumbents may be called upon to assist, or assume the duties in another area of assignment and perform other related duties as assigned.

This is a grant funded position for three (3) years; Position may be permanent, casual, part-time, or limited term.

Essential duties include :

  • Plans, coordinates, and commands a division in the daily operation of Fire District activities.
  • Assists in the general administration of Fire District activities and functions.
  • Develops, recommends, and implements district policies, rules, regulations and procedures.
  • Advises, and provides assistance to the Fire Chief, local City officials, and the public concerning fire and emergency services and District administration.
  • Plans and administers the budget for assigned Division.
  • Coordinates activities with other entities such as cities, counties, special districts and state agencies.
  • Makes recommendations regarding selection and promotion of personnel; directs, supervises and evaluates personnel; and, counsels and initiates employee discipline when appropriate.
  • Oversees staff training and development.
  • Conducts research, makes recommendations, and prepares and presents reports.
  • Represents the District in the negotiation of cooperative agreements with other entities.
  • Responds to major fires and other emergencies at any time of the day or night; evaluates situation and resources; makes determination regarding command; assumes command as a Chief Officer when appropriate.
  • Investigate complaints and takes appropriate action.
  • Represents and promotes the District's interest to local, state or federal officials, special interest groups, and the public, and attends meetings or special functions after hours and on weekends which may require travel.
  • Acts for the Chief as delegated during periods of absence.

Qualifications include :

  • Any combination of education and experience that would provide the required knowledge, skills and abilities is qualifying.
  • A typical way to obtain the qualifications would be :
  • BA / BS in Business or Public Administration, Fire Service or related field
  • Seven (7) years firefighting experience
  • Three (3) years as Captain on an engine or truck company.
  • Master's Degree is highly desirable.
  • Previous Chief Officer Experience is highly desirable.
  • License / certifications required :
  • Possession of and ability to maintain a valid California Class "C" driver's license or Class "C" driver's license with Firefighter endorsement
  • California State Fire Marshal's Office : Company Officer certification or equivalent
  • Current State of California Emergency Medical Technician or Paramedic certification with eligibility to work under the Inland Counties Emergency Medical Agency policies or ability to achieve accreditation within 45 days of appointment is required.
  • Current CPR certificate
  • Desirable :
  • California State Fire Marshal's Office : Chief Fire Officer Certification or equivalent
  • California State Fire Marshal's Office : Executive Chief Fire Officer Certification or equivalent
  • Hazardous Materials for the First Responder Operations or Incident Commander
  • Strike Team Leader (Qualified or Trainee)
  • Advanced Incident Command System for Command and General Staff (I-400).
