Position Overview : The Procurement Manager is a strategic role focused on leading and optimizing Summit Drilling's procurement activities. This position demands a professional with a deep understanding of procurement principles, strategic buying, and supply chain management. The Procurement Manager is responsible for ensuring operational efficiency by maintaining full stock of necessary items and managing vendor relationships to achieve the best value for the company. This full-time, in-office role requires excellent negotiation skills, a strategic mindset, and a focus on sustainability and cost reduction.

Procurement Manager Key Responsibilities and Deliverables / Indicators :

Strategic Procurement Management :

Develop and execute a comprehensive procurement strategy that aligns with company objectives.

Conduct annual spend analysis to identify cost-saving and efficiency opportunities.

Implement a category management approach to optimize spending on goods and services.

Establish strategic relationships with key suppliers to ensure quality and reliability.

Review and update procurement policies and procedures to reflect best practices and industry standards.

Supplier Relationship Management :

Conduct comprehensive supplier evaluations to select partners based on quality, cost, and reliability.

Negotiate contracts to secure favorable terms, including bulk pricing discounts and flexible delivery schedules.

Implement a supplier performance management system with KPIs for quality, delivery, and service.

Organize quarterly business reviews with top suppliers to discuss performance and improvement areas.

Develop a risk management plan for critical suppliers to minimize the impact of potential disruptions.

Foster innovation through collaboration with suppliers on new products and technologies.

Ensure diversity in the supplier base to promote inclusivity and mitigate risk.

Inventory Management :

Oversee inventory levels to ensure optimal stock without overstocking, using just-in-time (JIT) principles.

Implement an inventory management system to track stock levels, orders, and deliveries in real time.

Develop inventory forecasting models to predict future needs based on historical data and trends.

Coordinate with operations and sales to align inventory levels with projected demand.

Conduct regular inventory audits to ensure accuracy and identify discrepancies.

Establish reorder points and quantities for all critical items to prevent stockouts.

Promote a culture of lean inventory to minimize waste and holding costs.

Cost Reduction and Value Optimization :

Identify and implement cost-saving initiatives across all categories of spending.

Engage in benchmarking studies to compare costs with industry standards and identify improvement opportunities.

Drive negotiations to achieve direct cost savings and value-added services from suppliers.

Track and report on cost savings and avoidance on a quarterly basis.

Collaborate with finance to incorporate procurement savings into the company's financial planning.

Develop and manage a cost reduction roadmap with clear targets and timelines.

Procurement Processes and Systems :

Streamline procurement processes for efficiency and effectiveness, from requisition to payment.

Provide training to stakeholders on procurement systems and processes.

Monitor and evaluate the performance of procurement processes through KPIs and feedback.

Ensure data accuracy and integrity within procurement systems for reliable reporting and analysis.

Lead continuous improvement initiatives to enhance procurement capabilities and performance.

Stakeholder Engagement and Communication :

Build strong relationships with internal stakeholders to understand their needs and ensure alignment with procurement strategies.

Establish regular communication channels with key departments, such as operations, finance, and sales, to facilitate effective collaboration.

Solicit feedback from stakeholders on procurement services and implement improvements based on this feedback.

Lead cross-functional teams on strategic procurement projects.

Advocate for the procurement function's role in contributing to strategic goals and operational excellence.

Contract Management and Negotiation :

Oversee the entire contract lifecycle from development, negotiation, and execution to renewal or termination.

Develop negotiation strategies to secure advantageous terms in contracts, focusing on cost, quality, and service.

Implement a contract management system to track and manage contracts efficiently.

Ensure compliance with contractual obligations by both parties and manage contract disputes effectively.

Market Analysis and Intelligence :

Conduct ongoing market research to stay informed about industry trends, supplier landscapes, and emerging technologies.

Analyze market data to identify opportunities for cost savings, innovation, and risk mitigation.

Share market insights and implications with senior management and stakeholders to inform strategic decisions.

Identify alternative suppliers and innovative solutions to reduce dependence on key suppliers.

Risk Management :

Identify and assess procurement-related risks, including supplier, contractual, and market risks.

Develop and implement risk mitigation strategies to protect the company from supply chain disruptions and other risks.

Establish a risk monitoring system to track and manage procurement risks actively.

Conduct scenario planning and develop contingency plans for critical supply chain risks.

Sustainability and Ethical Procurement

Integrate sustainability goals into procurement strategies, focusing on environmental impact and social responsibility.

Track and report on sustainability metrics, such as carbon footprint reduction and sustainable material usage.

Engage suppliers in discussions about sustainability initiatives and encourage improvements.

Participate in industry forums and partnerships to advance sustainable procurement practices.

Ensure adherence to ethical standards and conduct regular ethical audits of procurement practices and suppliers.

Procurement Manager Qualifications :

Bachelor’s or master’s degree in supply chain management, Business Administration, or a related field.

Professional certification in procurement or supply chain management (e.g., CIPS, CPSM) preferred.

Minimum of 5 years of experience in procurement within drilling, remediation, environmental services, or construction

Demonstrated ability to develop and implement procurement strategies that align with business goals.

Strong negotiation, leadership, and analytical skills.

In-depth knowledge of procurement laws, contract management, and ethical guidelines.

Proficiency in procurement software and tools.

Excellent communication and stakeholder engagement skills.
