Distribution Design Technician (Level 2)

Position Concept
The
Distribution Design Technician (DDT)
supports distribution system construction and maintenance projects. This role is responsible for processing work requests in the Work Management System (WMS), determining customer requirements, preparing designs, producing cost estimates, obtaining permits, and coordinating with internal departments to ensure successful scheduling, project completion, and customer satisfaction.
Primary Duties & Responsibilities
Customer Engagement & Project Planning
Meet with customers and / or agents to assess project feasibility, load additions, and timelines.
Define targeted schedule dates for construction phases.
Communicate updates on construction schedule changes to all stakeholders, documenting updates via letters and emails.
Work Management System (WMS) Operations
Process and manage work requests in WMS.
Break down projects into phases / crews (overhead, underground, service, conduit).
Enter project details and work status updates for all associated WRs.
Design & Technical Analysis
Perform technical calculations to provide reliable and economical solutions.
Estimate electrical loads ( 50 kW from New Construction).
Conduct field measurements (e.g., span distances, conductor sizes).
Use software applications (e.g., PoleForeman) to model conditions and determine specifications.
GIS & Construction Prints
Use GIS to design new / existing electrical features and ensure proper connectivity.
Assign compatible units (CUs) for materials and labor.
Resolve GIS errors and link GIS tasks to WMS requests.
Create and review construction prints for Field Construction, Operations, and contractors.
Verify third-party utility infrastructure on prints and determine Maintenance-of-Traffic (MOT) plan requirements.
Financial & Compliance
Review WMS financial data for SOX compliance.
Ensure proper classification of capital vs. O&M activities.
Equipment & Troubleshooting
Inspect company equipment visually and physically to determine replacement / upgrade needs.
Safely access energized equipment and install recording devices (RVM) for troubleshooting.
Job Level 2 Responsibilities
In addition to the above, Level 2 DDTs work under limited supervision and handle more complex assignments :
Customer Voltage Issues
: Troubleshoot voltage complaints using ammeters, voltmeters, and voltage monitoring devices.
Print Reviews
: Review GIS construction prints from Mapping Services.
Government & Road Projects
Interpret DOT, county, and municipal construction plans.
Pre-plan road / distribution system modifications with agencies and contractors.
Identify impacts on facilities, ensure compliance with land use agreements, and engineer relocations.
Estimate economic impact of relocations.
Capital Projects (>
$500K)
Develop budget estimates for Engineering, Field Construction, and Operations.
Produce PSA (Project Scope Approval) estimates.
Negotiate with external survey crews for large projects.
Large-Scale Projects
: Provide engineering leadership for :
Master-planned residential developments (multi-parcel, multi-year).
Large commercial projects (malls, retail centers, schools).
Regulatory & Training
Respond to Public Service Commission inquiries.
Mentor junior DDTs and train cross-departmental staff.
Qualifications
Education
Required :
High School Diploma or GED.
Preferred :
College degree or technical certification(s).
Licenses / Certifications
Required :
Valid drivers license and safe driving record.
Must obtain a valid Florida drivers license within 30 days of residency (if applicable).
Experience
2 years
or
2 years
combined internal / external distribution design experience.
Must have experience safely accessing energized equipment and installing current / voltage recording devices (RVM).

Proven proficiency as a DDT Associate with ability to take on greater responsibility.
Strong project management and leadership skills.
Effective communication and customer engagement skills.
Ability to manage multiple projects simultaneously and adapt to changing priorities.
