Job Title : Chief of Staff - Tax Office
Provides executive-level strategic leadership and management of department operations.
Oversees personnel issues; manages the development, implementation, and ongoing oversight of all projects and services provided by the Tax Office.
Responsible for ensuring that property tax and motor vehicle operations are functioning optimally and in compliance with policies, procedures, laws, and state statutes.
As second in command, the Chief of Staff routinely represents the Tax Assessor-Collector and is called on to make critical decisions on their behalf.

Essential Duties and Responsibilities
Provides daily management, oversight, and direction to Tax Office operating groups, including property tax, motor vehicle, accounting, and quality assurance.Provides vision and high-level organizational responsibility that may have significant financial, efficiency, or policy impacts.Participates in the administration of personnel matters including hiring, termination, and discipline, including resolution of employee disputes.Establishes, monitors, and recommends changes to administrative and personnel policies and procedures to improve effectiveness and efficiency.Updates and corrects the organizational table and position descriptions within the organizational unit.Maintains good relationships with taxing entities and county tax offices across the State; informs staff and management of joint ventures and resources to improve productivity.Maintains good relationships with Tax Office vendors, County, and State agencies.Coordinates activities and programs with other divisions to improve interdepartmental performance.Oversees the development and administration of the Tax Office annual budget, including capital and fixed costs.Oversees costs, staffing levels, equipment, materials, supplies, and expenditures; provides analysis to the Tax Assessor-Collector.Maintains knowledge of skills, processes, and best practices in the Tax Office.Attends committee meetings and may represent the Tax Assessor-Collector.Coordinates and responds to facility needs.Oversees department information system operations, design, and acquisitions.Directs project and administrative functions of the TCTO.Interacts with Tarrant County residents and responds to customer concerns.Performs other related duties as assigned.Qualifications
Must have a Bachelor's degree or higher; Master's degree preferred.Must have at least nine (9) years of full-time related work experience, including five (5) years of managerial experience in a related environment.Excellent verbal and written communication, presentation skills, and the ability to motivate others.Highly effective interpersonal, training, negotiation, conflict resolution, and leadership skills preferred.Must provide proof of educational attainment during hiring or promotion process.Additional Notes
