Director Of Labor Relations

The NYC Department of Probation (DOP) is a world leader in working creatively and effectively engaging with people under court-mandated community supervision. Through innovative partnerships with people and organizations throughout New York City, DOP provides opportunities for those on probation to access services and opportunities that positively impact their life trajectory. Following the best current data on "what works," staff at DOP engage in meaningful relationships with those on probation to enhance community safety and decrease recidivism. The Department of Probation (DOP) is looking for a skilled, motivated, and experienced professional to fill the role Director of Labor Relations. The Director will collaborate closely with the Assistant Commissioner of Human Resources and Labor Relations to align operations with established goals and ensure successful implementation. Responsibilities include, but are not limited to, the following :

  • Serves as a primary point of contact for the NYC Office of Labor Relations and employee unions regarding contractual matters.
  • Represents the Department of Probation (DOP) in all grievance procedures and manages the full lifecycle of the contractual grievance process.
  • Collaborates with the DOP's Legal Division and Office of the General Counsel on employee-related issues and legislative initiatives.
  • Organizes labor management meetings and collaborates with managers and union leaders to address workplace issues that are not covered by collective bargaining agreements.
  • Manages the investigation and processing of employee complaints, including both formal and informal.
  • Develops comprehensive manuals and training materials; provides strategic guidance and support to executive leadership and management staff across the agency.
  • Advances the Department's mission by fostering a proactive and supportive workplace culture that advocates for employees at all levels from line staff to executive leadership. Promotes access to information, conflict resolution resources, cooperation, and employee engagement.
  • Interprets collective bargaining agreements, directives from the Office of Labor Relations, and personnel orders issued by the Department of Citywide Administrative Services, advising senior leadership accordingly.
  • Oversees the disciplinary process by advising leadership and staff on performance management, conduct expectations, conflict prevention, dispute resolution, and the application of progressive discipline.
  • Provides expert guidance to managers on employee documentation, including written warnings, Performance Improvement Plans (PIPs), and involuntary termination requests, ensuring proper collection and organization of all relevant supporting documentation.
  • Manages the intake and review of allegations and complaints related to employee misconduct; leads confidential investigations, evaluates findings, and prepares formal recommendations for disciplinary action when warranted.
  • Promotes adherence to agency policies and procedures by delivering clear guidance to staff, with the goal of minimizing workplace conflicts and fostering accountability.
  • Provides ongoing counsel to agency leadership to ensure compliance with progressive disciplinary policies, labor regulations, and best practices.
  • Coordinates union walkthroughs and meetings at worksites, ensuring proper communication and collaboration with union representatives.

    Residency Requirement : New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
