The National Academy for State Health Policy NASHP is a nonpartisan, nonprofit organization of, by, and for state policymakers, committed to developing and advancing health policy innovations and solutions.

At NASHP, we engage state leaders to solve problems and share best practices, conduct policy analyses and research, leverage state expertise to develop model policies, disseminate information on state policies and programs, and provide technical assistance to states.

We have an immediate opening for a Program Director to join our growing Coverage, Cost and Value ( CCV) team.

Position Overview

As a director, you will have experience with and understand the complexities of hospital and health systems and prescription drugs prices, which federal and state data show are the leading health care cost drivers. The position requires a mix of expertise with diverse data, particularly related to hospital / health system financials, and understanding of the prescription drug supply chain which influence prices. Knowledge of increasing consolidation within the health care market and its impact on access to care and prices is also important as state policymakers need immediate support to affect change.

You will work in conjunction with senior staff to oversee and develop projects and project work plans, assist in the implementation of work plans, and assure timely delivery of work products and activities encompassed in those work plans. This may include but is not necessarily limited to providing education on NASHP's hospital cost tool so officials can leverage data to inform policy, identifying key state issues and designing technical assistance in response, facilitating dynamic discussions on complicated topics, guiding and conducting research, analysis and writing, convening and supporting learning networks or collaboratives, and staffing advisory committees, seminars, and conferences.

Directors will be assigned supervisory duties, with day-to-day oversight of policy associates' and research analysts' work on specific tasks or projects. Working with senior and executive level staff, the director may oversee all aspects of project planning and implementation, including the development and management of project budgets.

This is a full-time position, based in NASHP's Washington, DC office, but in recognition of special circumstances, this position could be remote.

Primary Responsibilities

Your key responsibilities will include :

  • Work closely with NASHP's senior director for the Coverage, Cost and Value team and other NASHP staff to develop and implement projects that advance state goals to improve Medicaid coverage for enrollees
  • Oversee, guide, and conduct policy analyses, write relevant analytic pieces that are targeted for specific state policymakers and other collaborators, and provide related technical assistance
  • Plan agendas and facilitate meetings (virtual and in person) ranging from small work groups to larger symposia
  • Build and maintain strong working relationships with state and federal program administrators, national policy organizations, experts, funders, and other key collaborators
  • Represent NASHP and relevant project work at meetings and conferences, presenting or speaking at such events as appropriate
  • Assist in developing and help oversee federal and private foundation grant proposals and contracts
  • Other duties as necessary

Education and Experience

  • At least 12 years of relevant work experience
  • Master's degree or other graduate degree in public health, public policy, law, or related areas, or equivalent combination of education and experience
  • Management experience that includes designing technical assistance for state leaders and supporting a team to execute it
  • Core Competencies

  • Has s ubstantial knowledge of and experience with hospital and health system finances, the prescription drug supply chain, market consolidation growth and implications, health coverage and payment dynamics across public and private insurers and providers, including hospitals and pharmacies.
  • Has demonstrated understanding of state health policy and how ideas can be translated into practical policy solutions, including understanding Medicaid benefits, managed care, payment, financing and state policy levers related to ensuring high value coverage and access to care for Medicaid enrollees.
  • Has strong analytic and qualitative research skills
  • Is organized, detail oriented, and able to manage a complex workload comprised of multiple projects
  • Has excellent written and verbal communication skills
  • Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer.
  • Some travel will be required.

    NASHP offers a flexible work schedule. We are currently operating in a hybrid work arrangement, with one to two days in the office each week, depending on distance from the office. Our office is located in Washington, DC.

    Compensation and Benefits

    The salary range for this position is $105,000 - $135,000 annually. Salary is commensurate with experience.
