Position Summary :
The Project Manager will lead strategic information technology and business change management initiatives for a department within the Commonwealth of Virginia. This role focuses on leveraging modern technologies to enhance public safety services and improve customer experience. The Project Manager is responsible for designing, planning, and coordinating projects, while guiding cross-functional teams to successful delivery.
Key Responsibilities :
- Manage the full lifecycle of IT and business transformation projects, including development and maintenance of project plans, schedules, budgets, and resource allocations.
- Provide regular progress updates to internal teams, departmental leadership, and state oversight entities in accordance with established reporting formats and timelines.
- Document and maintain project deliverables and artifacts in alignment with PMO standards, ensuring accessibility and audit-readiness.
- Develop and maintain resource capacity plans; identify staffing gaps and collaborate with departmental leadership to onboard necessary personnel.
- Facilitate project governance activities including risk management, change control, and status reporting.
- Collaborate with internal stakeholders, external vendors, and state oversight bodies to ensure compliance with Commonwealth IT standards.
- Ensure alignment with enterprise architecture, ISO standards, and data governance policies through ongoing engagement with relevant teams.
- Prepare and deliver project updates to executive leadership, steering committees, and oversight agencies.
- Promote PMO best practices and contribute to the continuous improvement of project management methodologies.
- Serve as the subject matter expert for assigned projects, developing deep knowledge of project scope and objectives.
- Support procurement activities including RFI / RFP development, vendor evaluation, and contract management.

Proven experience managing complex IT and business transformation projects.Advanced proficiency in Microsoft Office Suite (Project, Word, Excel, PowerPoint, Visio, Outlook).PMP (Project Management Professional) certification is required.Experience managing projects with budgets of $5M or more is preferred.Familiarity with the Commonwealth of Virginia's IT Project Management Qualification Standards is preferred; willingness to obtain certification upon hire is required.Demonstrated ability to lead Category 3 (medium risk / complexity) or higher Commonwealth projects is preferred.
