General Statement of Duties / Distinguished Features of the Class :

Hiring range is negotiable between $36,709 and $47,714 depending on a candidate's qualifications and experience Performs a variety of unskilled to semi-skilled manual labor tasks and duties as required to maintain, repair and construct the City's stormwater infrastructure system. Work includes repairing and installing pipes, catch basins, manholes, etc., as well digging and maintaining ditches, cleaning catch basins, rodding and clearing pipes, etc. Work is labor intensive and includes the use of basic hand, gas, electric and pneumatic powered tools to include shovels, rakes, bush axes, chain saws, jack-hammers, concrete saws, etc. A laborer in this category will be expected to assist with basic infrastructure repairs and concrete work, and may occasionally operate non-specialized equipment in connection with tasks or perform other related work as required. Employee should be able to maintain accurate equipment and work tracking records.

Essential Duties and Tasks :

  • Performs a variety of unskilled to semi-skilled manual labor tasks in support of stormwater infrastructure maintenance requirements.
  • Uses basic hand, gas, electric and pneumatic powered tools to include shovels, rakes, bush axes, chain saws, jack-hammers, concrete saws, etc.
  • Operates various equipment and machinery occasionally, may include backhoes, skid steers, loaders, dump trucks, JetVac, sweeper, etc. to load and haul trees and limbs, dirt, rocks, construction debris and other related materials.
  • Ensures machinery and equipment are properly maintained; completes daily checks and preventative maintenance requirements, and schedules maintenance and repairs accordingly to ensure equipment remains in good working order.
  • Assists with operating the VacTruck to maintain stormwater infrastructure.
  • Maintains surface and subsurface drainage systems, to include repairing and / or replacing pipe, mowing, cutting and clearing drainage ditches, cleaning catch basins, etc.
  • Assists with all aspects of concrete work related to maintaining stormwater infrastructure; saw cutting and removing concrete; constructing and repairing manholes; laying forms, pouring and finishing new curb and gutter; and cleaning up the worksite.
  • Assists with basic masonry work, including building brick manholes.
  • Drives passenger trucks to haul equipment, materials and personnel.
  • Assists with inspecting and Jet-rodding storm drain lines, including collecting video of pipe to search for roots or other foreign debris and blockages.
  • Follows relevant safety practices in performance of all duties.
  • Assists with setting up safe work zones, staging signs, flaggers and cones.
  • Works various shifts in support of natural disasters or major weather events.
  • Performs "on-call" duties on a rotational basis, as needed.
  • Assists with preparing daily logs and other reports to track performance and completed tasks; uses computer and related software to input data.
  • Assists other departments and agencies as needed.
  • Performs other related duties as assigned.

Knowledge, Skills and Abilities :

  • Knowledge of tools, materials and methods used to maintain and repair stormwater conveyance systems.
  • Knowledge of the operational and preventative maintenance requirements for equipment and vehicles assigned to perform primary duties.
  • Knowledge of the occupational hazards and proper safety precautions involved in the operation of assigned equipment and performance of daily responsibilities.
  • Knowledge of the traffic laws and regulations governing equipment operation.
  • Knowledge of tools, materials and methods used in skilled, semi-skilled and unskilled street and stormwater maintenance work.
  • Knowledge of safety requirements applicable to the duties of the class.
  • Knowledge of heavy equipment and light vehicle preventative maintenance.
  • Skill in the operation of equipment used in daily tasks.
  • Skill in the use of basic hand, gas, electric and pneumatic powered tools used for daily tasks.
  • Ability to perform strenuous manual labor.
  • Ability to understand and follow specific instructions, both oral and written.
  • Ability to establish and maintain effective working relationships with other employees, supervisors and the public.
  • Ability to work effectively as part of a team.
  • Ability to respond courteously to citizens.
  • Physical Requirements / Special Requirements :

    Physical Demands : The work is heavy work which requires exerting up to 100 pounds of force occasionally, and / or up to 50 pounds of force frequently, and / or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects. The work may require specific physical characteristic and abilities such as heightened strength, mobility, dexterity and full range of motion. The following additional physical abilities are also required : climbing, crouching, kneeling, manual dexterity, hearing, mental acuity, reaching, repetitive motion, speaking, stooping, talking, visual acuity and walking.

    Work Environment : The work is generally performed in inside and outside environments, in extreme hot and cold weather, and exposed to various hazards such as working in heavy traffic, chemicals, moving mechanical parts, oils, in close quarters, man holes, or trenches. Work is also subject to the final OSHA standards on blood borne pathogens. The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental risks which require a range of safety and other precautions. Employees will be required to wear appropriate Personal Protective Equipment (PPE) such as masks, coats, boots, goggles, gloves, or shield.

    Minimum Requirements :

  • High school diploma or equivalent;
  • One (1) year of semi-skilled or general experience in related maintenance work;
  • Or an equivalent combination of education and / or experience.
  • Special Requirements : Possession of a valid North Carolina Class "B" Commercial Driver's License or ability to obtain within one year of hire date.

    Vacation Leave : Employees earn vacation leave as follows : Years of Service Days per Year 0 - 4 years 12 5 - 9 years 15 10 - 14 years 18 15 - 19 years 21 20 + years 23 A maximum of 30 vacation days may be carried over from one calendar year to the next. Any excess of 30 vacation days on December 31 of each year may be transferred to employees sick leave balance, provided that they have taken five (5) days of vacation in the calendar year.

    Holidays : City paid holidays are New Year's Day, Martin Luther King Jr.'s Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving (2 days) and Christmas (3 days). When a holiday falls on a Saturday, the previous Friday shall be observed. When a holiday falls on a Sunday, the following Monday shall be observed. In order to receive a paid holiday, an employee must be on paid status before and after the holiday.

    Sick Leave : Sick leave is accrued at one day per month or 12 days per year.

    Employee Assistance Program : The Employee Assistance Program is available to all full-time employees and covered dependents on the employee's health insurance plan. Part-time employees who work 30 hours or more per week on a continuous year-round basis are also eligible for EAP services. Employees and dependents each receive three free visits per year.
