Job Posting : Financial Management Position
Sarasota County Government is seeking a senior level professional staff to manage the enterprise departmental operating and capital budgets, debt management, financial / rate analysis, revenue forecasting, special projects and analytical reporting strategies. This position reports to the Public Utilities Finance Manager.
The role involves developing and maintaining rate models, budget models, debt models and revenue / expenditure models, coordinating rate model analyses conducted by outside consultants to measure trends and past performance. The candidate will conduct Public Utilities revenue forecasting and implement strategic operating and capital budget schemes.
The candidate will develop strategic budget plans, implement and monitor planning processes, research, develop, manage and coordinate annual operational, capital and revenue related calculations and facilitate entry into Gov / Max. They will also coordinate and initiate Capital Improvement Projects (CIPs) and assemble work teams to help prioritize projects.
Administrative duties include facilitating strategic business planning meetings, participating in high-level Public Utilities leadership staff meetings, and assisting with financial training programs. The candidate will also manage the Utilities Franchise program, review franchise utility reports, manage the process for regulatory hearings, and monitor or prepare rate or service-related inquiries.
Work hours are Monday Friday, 8 : 00 a.m. 5 : 00 p.m.
Minimum qualifications include a Bachelor's Degree from an accredited college or university with a major in Public Administration, Business, Accounting, Finance, Economics or a job-related field and three (3) years of professional job-related experience. A Master's Degree preferred can count for one year of experience. Alternatively, seven (7) years of professional job-related experience in management of technical projects / programs can be substituted for the required education. Progressively responsible related professional experience can substitute on a year-for-year basis for the required degree.
Preferred qualifications include professional experience in governmental accounting or auditing.
Job competencies include proficiency in Word, Excel, and PowerPoint, knowledge of financial processes, financial modeling, analytics, business planning and budgeting processes, excellent communication skills, ability to organize and present information, ability to use sound independent judgment, knowledge of research techniques and methods of data collection, ability to create and generate comprehensive reports, ability to collect and analyze data.
Pay : $56,014.40 - $76,128.00 annually. This posting is currently open until filled.
