Manager of Affordable Housing Compliance

Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. Schedule : Monday - Friday 8 : 00pm - 4 : 30pm

Location : Biltmore Hotel -Central City Concern- 310 NW 6th Ave. Portland, OR 97209

Salary : $62,400 - $87,360

Summary : The Affordable Housing Compliance Manager supervises the Compliance Team to maximize effectiveness and efficiency of the operation and to ensure a high standard of compliance with a complex and evolving universe of regulations and funding agreements. This position is responsible for maintaining complex and vital relationships with multiple internal and external partners including but not limited to the Community Management team, MIS and Revenue Optimization Manager, various department managers, and compliance contact at federal, state, and local levels.

Essential Duties and Responsibilities :

  • Provide direct supervision of Compliance Specialist staff to ensure a high standard of compliance throughout the CCC Housing portfolio.
  • Monitor and ensure compliance with funding agreements, applicable laws, regulatory agreements, program housing, and all other applicable requirements.
  • Provide guidance to Housing staff in compliance related matters including, but not limited to, the Low-Income Housing Tax Credit program, HOME program, Section 8 program, HOPWA, HUD, etc. Audit application and income / asset certification packets obtained by staff, identify and communicate compliance deficiencies.
  • Provide training for agency staff in compliance requirements and procedures, and other vital compliance related functions. This includes development and presentation of training materials and job aides.
  • Oversee compliance review of applicant files, including initial and annual Tenant Income Certifications completed by staff, in accordance with requirements of layered funding agreements, across entire portfolio.
  • Maintain and update Affirmative Fair Housing Marketing Plans across housing portfolio to help ensure compliance with state and federal fair housing laws and regulations.
  • Prepare, coordinate and submit extensive audit responses and recurring reports to state and local agencies, funding partners, and CCC management.
  • Administer all compliance related forms and documents appropriate to the requirements of each property.
  • Work with department managers and funding partners to develop standardized reporting mechanisms. This position is responsible for preparation and submission of extensive annual reports to state and local agencies, funding partners, and CCC management.
  • Coordinate compliance audit and physical inspection responses to OHCS, PHB and funding partners.
  • Prepare reports, correspondence, and other documents relevant to the overall function of the department.
  • Attend industry conferences, seminars and training sessions to monitor evolving federal, state and local regulations, program requirements, and best practices related to affordable housing compliance.
  • Provides Fair Housing guidance to Housing staff. Oversees and manages the Reasonable Accommodation, Extenuating Circumstance, and transfer review process for tenants.
  • Train on-site community management staff in the regulatory and program compliance requirements for their respective buildings.
  • Maintain compliance reporting related to Key Performance Indicators and make available for internal and external distribution.
  • Participate in process improvement initiatives involving compliance performance, and policy and procedure development, at CCC Housing.
  • Provide functional backup for Compliance Specialist staff during periods of absence.
  • Adhere to all state and federal privacy and security regulations applicable to the program, and to CCC policies and agreements regarding confidentiality, privacy, and security.
  • Other duties and special projects as assigned.

Skills and Abilities :

  • Ability to consider the impacts and outcomes for underserved communities during decision-making process.
  • Ability to consider impacts of oppression, structural racism, and individual bias on client outcomes.
  • Strong familiarity with LIHTC compliance functionality.
  • Knowledge of Oregon Landlord / Tenant Law, Federal Fair Housing law, and the differences between the two.
  • Strong auditing / reviewing skills.
  • Strong leadership abilities; able to work constructively in a team environment to problem-solve and develop scalable systems.
  • Ability to present complex subject matter verbally and in writing in front of small and mid-sized groups. This position will be required to provide training and support to both department staff and other parties.
  • High level of proficiency with database management systems, MS-Word, and Excel. Preference will be given to applicants familiar with Yardi Voyager and advanced spreadsheet analysis.
  • Sufficient organizational ability to develop and maintain complex records, files and process numerous reports required by various agencies.
  • Demonstrated ability to prioritize and multi-task in a fast-paced, deadline-driven environment.
  • Ability to manage time and meet deadlines. Ability to understand and follow oral and written instructions.
  • Strong leadership skills. Knowledge of best practices in supervision and management.
  • Minimum Qualifications :

  • High school diploma or GED required. Bachelor's degree preferred.
  • 2.5 years direct experience with Sect. 42 / LIHTC housing program compliance, to include 2 years of supervisory experience. Preference will be given to applicants with experience in compliance functions related to mixed finance projects, including but not limited to LIHTC, HOME, Tax Exempt Bond, and HOPWA funding agreements.
  • Active Housing Credit Certified Professional (HCCP) credentialed through the National Association of Home Builders (NAHB) preferred. If not certified at time of hire, will be required to obtain certification within 6 months of hire, or when next training is locally available (Oregon NAHMA certification exams held semi-annually).
  • Direct experience with Project-Based Section 8 and Public Housing strongly desired.
  • Sufficient computational ability to calculate percentages, fractions, and other basic mathematical manipulations.
  • Ability to learn basic uses of spreadsheets. Must be able to compose basic professional correspondence using Microsoft Word.
  • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy, and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • If using a vehicle for agency use, must possess current driver's license, access to a vehicle, qualify as an Acceptable Driver as designated by Central City Concern's Fleet Safety policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training. Must maintain vehicle insurance coverage of a minimum of $100,000 / $300,000 personal auto liability coverage.
  • Must not be on juvenile or adult probation, parole, or post-release supervision.
  • Must generally have the ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects and climb stairs, with reasonable or no accommodation.
  • Must pass pre-employment drug screen and background check.
  • Must adhere to agency's non-discrimination policies.
