Overview

Under the general guidance of the Mayor, plans, directs, and reviews the goals and work efforts of all City agencies, departments and department directors. Responsible for all financial, administrative and management issues for the City, taking into consideration all lawfully established policies. Responsible for complex decisions on behalf of the City and citizens, and acts largely on an independent basis.

Job Functions and Responsibilities

Administrative :

  • Oversee the operational activities of the City, including each of its departments, agencies, and offices.
  • Carry out lawful policies established and assigned by the Mayor and Board of Aldermen.
  • Develop a plan of organization to establish areas of responsibility, lines of authority and formal channels of communication for approval by the Mayor and Board of Aldermen.
  • Provide for the maintenance of the physical property and equipment of the City and ensure operating conditions comply with applicable Federal, State, and local legal requirements.
  • Provide regular reports to the Mayor and Board of Aldermen on all aspects of the City\'s activities.
  • Provide for meaningful relationships and communications between the City and its residents.
  • Provide for an economic, efficient and safe delivery of supplies and services necessary to render efficient services to the City and its residents.
  • Prescribe such rules and regulations as are necessary for the conduct of the City\'s departments, agencies, and offices.
  • Coordinate the preparation of all bid specifications for services and equipment.
  • Assist the Board of Aldermen by serving as liaison to the Board of Adjustment and Plan Commission.
  • Serve as the public relations official for the City on all Citywide matters, subject to the Mayor\'s direction.
  • Serve as information technology administrator in partnership with the City's information technology services consultant and data services provider. Evaluate and update technology to assure processes are streamlined with increased efficiency, providing real time data for better decision making, budget management, and improved communication with residents.
  • Administer the Citywide website, email system, and phone system.
  • Manage and oversee equipment and associated accounts that are Citywide in nature, including the creation, issuance and implementation of RFPs and RFQs for such equipment and services.
  • Serve as the City\'s Floodplain Administrator.
  • Oversee the application for, the execution of, and the implementation of all Citywide grant programs.
  • Responsible for assisting the Mayor in the economic development of the City\'s commercially and industrially zoned properties, in order to maintain the City\'s economic viability.
  • Administer zoning and land use policy including coordination with the Plan Commission of the drafting, editing, and maintenance of the City\'s Comprehensive Plan.
  • Responsible for the administrative management of the Municipal Court
  • Oversee and manage the Court\'s budgeting
  • Responsible for assisting the Director of Finance in the preparation of the operational and capital budgets for all City Departments, and for preparing and presenting the operational and capital budgets for the Administration, Building and Housing, and Finance Departments.
  • In conjunction with the City Attorney, oversee and manage the drafting of City ordinances.
  • Perform related duties as required by the Mayor and Board of Aldermen not inconsistent with the Statutes of the State and the ordinances of the City.

Important :

  • Recommend and manage personnel programs, positions classifications, and compensation structures.
  • Maintain and update the City\'s Personnel Manual.
  • Support the recruitment, promotion, and termination of non-elected personnel.
  • Conduct personnel reviews and recommend labor and benefits strategies to the Mayor.
  • Issue press releases and maintain public awareness of City government operations.
  • Attend and report at each regular Board of Aldermen meeting.
  • Conduct departmental investigations and maintain responsibility for all City property.
  • Uphold a political neutrality clause prohibiting active campaign involvement while in office.
  • Approves the work schedules and tracks the progress of all departments and offices.
  • Performs other related duties as assigned.
  • Knowledge, Skills, and Abilities Required :

    Education and Experience :

    Minimum qualification : Bachelor's degree from an accredited educational institution in Public Administration, Business Administration or a related field, plus five (5) years practical experience as a City Administrator, City Manager, or Assistant City Administrator / Manager

    Preferable qualifications : Master's degree from an accredited educational institution in Public Administration, Business Administration, or a related field and three (3) years practical experience as a City Administrator, City Manager, or Assistant City Administrator / Manager

  • Knowledge of negotiation methods and tactics.

    Physical Demands :

  • Frequently required to stand, sit, type, read, write, hear and speak.
