Summary :

The Safety Manager / Site Safety Health Officer (SSHO) holds primary responsibility for ensuring a safe work environment for all contractor employees performing grounds maintenance under this contract. This individual will develop, implement, and monitor compliance with all site safety requirements, safety plans, and regulatory obligations.

This is an on-site position at Fort Hood, TX.

Essential Duties & Responsibilities :

• Function as the designated SSHO, present on-site with the ability to access and oversee all work operations.
• Implement and administer the Contractor's Safety Program and government-accepted Accident Prevention Plan, ensuring compliance with all applicable Federal, State, local, DoD, and Army regulations, particularly OSHA and AR 385-10.
• Develop, maintain, and enforce a site-specific Safety Plan, including risk assessments, accident-avoidance measures, and employee safety procedures—such as PPE requirements, lockout / tagout, confined space protocols, and work near traffic or roads.
• Conduct safety risk assessments for all contract tasks and lead or support investigations into any accidents, incidents, or hazardous conditions in accordance with AR 385-10 and DA Pam 385-40.
• Oversee site-wide safety training and ensure all personnel complete the OSHA 30-hour General Industry course (web-based with live support acceptable), and maintain thorough records of all training, certifications, and licenses.
• Verify all employees have required PPE, are following proper safety procedures, and that all equipment is functioning safely.
• Coordinate and report on accident investigations and emergency medical responses, and serve as the primary point of contact for incident notification and reporting to the Contracting Officer (KO) and COR.
• Ensure compliance with spill response and hazardous material management requirements, including development and submission of a Spill Plan and maintenance of Safety Data Sheets (SDS) files.
• Participate in the OSHA Voluntary Protection Program (VPP) at Fort Hood.
• Other duties as assigned.

Education and Experience :

Required : Minimum of three years' experience in workplace safety, specifically in supervising, managing safety programs / processes, or conducting hazard analyses and developing controls for either construction or general industry.

Successful completion of a 30-hour OSHA General Industry Safety class is required at start (acceptable if web-based, with direct instructor access).

Possess a Third-Party, Nationally Accredited (ANSI or NCCA) Safety and Occupational Health (SOH) related certification for at least three years.

Meet US Department of State Language Proficiency Level 4 (Full Professional Proficiency) in English.

Preferred : Background in grounds maintenance, landscaping operations, and / or facility management safety.

Work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires regular presence at outdoor work sites, including walking across uneven terrain, standing for extended periods, and climbing stairs or ladders as needed to access work areas. The employee must be able to observe, inspect, and evaluate grounds maintenance operations in varying weather conditions. This position requires routine interaction with contractor employees in active work environments to ensure compliance with safety requirements, plans, and regulatory obligations.
