About the Role :

Cynet Health is seeking a highly experienced Proposal Director to lead and oversee the full lifecycle of

proposals for federal and SLED (State, Local, and Education) government healthcare staffing

opportunities. This role is pivotal in advancing Cynet Health’s growth in the public sector by producing

compliant, compelling, and competitive proposals. The ideal candidate will demonstrate a deep

understanding of FAR, DFARS, state / local procurement rules, and public-sector teaming models,

including joint ventures and subcontractor participation. The Proposal Director will oversee and mentor

an offshore proposal and capture team, ensuring consistent delivery of high-quality proposals that

strengthen our market position and drive growth.

Requirements

Key Responsibilities :

Proposal Development :

  • Manage and execute end-to-end proposal development for complex federal and SLED

solicitations, including RFIs, RFPs, RFQs, and task orders.

  • Interpret and ensure strict compliance with procurement regulations and requirements,
  • including FAR, VAAR, DFARS, and state / local codes (e.g., NASPO, OMNIA, ESC contracts).

  • Coordinate with cross-functional teams—business development, finance, contracts, and
  • delivery—to gather accurate and strategic input for technical, management, and cost volumes.

  • Develop proposal strategies and win themes; lead color team reviews, compliance matrices,
  • and final production.

  • Support and document teaming arrangements, joint venture structures, and subcontractor
  • partnerships; ensure accurate and compliant inclusion of partner content in submissions.

  • Contribute to and maintain a centralized proposal library with reusable content, templates,
  • graphics, and past performance references.

  • Provide leadership to proposal writers and coordinators; oversee capacity planning and
  • training.

  • Track industry and competitor trends to inform pricing strategy and proposal positioning.
  • Proven experience collaborating with strategic partners, including SDVOSBs, 8(a)s, and other
  • designated small business classifications, to pursue and secure government contracting

    opportunities.

  • Build and manage a pipeline of opportunities across agencies such as Veterans Affairs,
  • Department of Defense, Indian Health Service, and correctional health services.

  • Identify and qualify federal opportunities through market research, procurement portals
  • (SAM.gov, eBuy, GSA), and strategic teaming.

    Client & Contract Development :

  • Lead and contribute to capture strategies, teaming arrangements, and win themes.
  • Oversee bid strategies and contribute to proposal development in coordination with proposal
  • writers and compliance teams.

    Contract Vehicles & Partnerships :

  • Manage the company’s key federal contract vehicles (e.g., GSA Schedule, IDIQs, BPAs).
  • Coordinate partnerships with large and small businesses to increase competitiveness and
  • reach.

  • Leverage socioeconomic certifications (e.g., SDVOSB, 8(a), HUBZone, WOSB) if applicable.
  • Qualifications :

  • Bachelor’s degree required; advanced degree preferred.
  • 7–10+ years of federal and / or SLED proposal development and leadership experience, with at
  • least 3–5 years in staffing.

  • Proven success with federal staffing contracts (VA, DoD, HHS, BOP, etc.).
  • Knowledge of federal procurement processes, FAR / DFARS, and relevant contract types (IDIQ,
  • BPA, T&M, FFP).

    Skills & Competencies :

  • Deep understanding of federal acquisition processes, state and local procurement rules, and
  • healthcare staffing contract compliance.

  • Proven track record managing geographically dispersed and offshore proposal teams.
  • Demonstrated success leading large, complex, multi-volume healthcare and / or IT staffing
  • proposals.

  • Strong understanding of credentialing, compliance, and quality standards unique to healthcare
  • staffing.

  • Excellent written, verbal, and presentation skills.
  • Ability to navigate federal procurement systems (SAM.gov, FPDS, GSA eBuy, etc.).
  • Self-motivated, deadline-driven, and results-oriented mindset.
