Safety And Training Coordinator
Under minimal supervision performs work of moderate difficulty in the coordination and execution of safety and training plans County wide, but with a specific emphasis on Public Works departmental safety and training activities; develops, administers and directs Department's training and development programs by performing a broad range of professional and lead training work, requisite in overseeing and coordinating training programs designed to significantly impact the organization. Performs related work as assigned.
Essential Job Functions
Develops, coordinates and implements a comprehensive training plan for County Departments
Participates in the development and implementation of new policies related to safety and training; reviews and recommends changes to existing safety departmental policies
Develops, maintains and controls databases and spreadsheets for safety and training related information. Generates reports as needed to respond to information requests or to conduct research analysis
Establishes and / or updates goals and objectives, policies and procedures for safety and training
Investigates safety losses and near misses to identify and analyze areas of risk and makes recommendations for reduction or elimination of future losses
Ensures compliance with safety policies, rules, regulations, laws and procedures
Responsible for the set-up of training locations and identifies and schedules instructors as needed
Creates and maintains departmental training tracking programs
Evaluates employees safety practices and training history
Standardizes evaluation tools
Implements programs for the Public Works Department that bring proactive strategies to reduce incidents and losses
Identify training needs and facilitates and instructs training workshops, as needed
Creates and executes a multi-media communications plan focused on internal training and communication for team members
Serves as train the trainer role for subject matter experts needing coaching in their role as trainer; Provides guidance and direction for trainers during implementation of Division training plans
Coordinates with Public Works Division Managers to ensure each division training plan adequately addresses safety and training needs for staff members, as well as assessing training priorities for the entire Public Works team
Serves on an emergency communications team and on-call, as needed
May provide guidance and support in curriculum development and research, support in facilitation, or additional resources, as needed
Serves as a technical safety resource for departments to assist and guide management and employees in resolving safety concerns
Coordinates and collaborates with Human Resources, Public Works and mechanic shop on potential safety hazards and training needs
Recommend measures to improve internal processes and best practices regarding safety programs in order to help protect workers from potentially hazardous work methods, processes or materials
Attends OSHA and other safety trainings to stay updated on safety best practices and updates
Other duties as assigned
Knowledge and Skills
Knowledge of workplace safety best practices for office and field operations
Knowledge of applicable safety regulations and standards (OSHA, ANSI, etc.)
Knowledge of traffic control procedures
Knowledge of principles of accident prevention, loss control, and industrial hygiene
Knowledge of medical requirements for standard and commercial driver's license as specified by Arizona's Department of Transportation
Knowledge of development and delivering departmental safety programs and training
Knowledge of communication strategies
Knowledge of vehicle safety standards
Skill in providing guidance, and support to department, divisions and team members
Skill in building relationships and partnerships with others to achieve training goals
Skill in preparing reports and other written documents
Skill in critical thinking and problem solving
Skill in safe and efficient operation and maintenance of trucks and equipment according to standard operating and safety procedures.
Skill in use of modern office equipment including computers, computer applications, and software
Ability to detect and correct unsafe working conditions and practices in order to prevent accidents or injuries to employees or citizen passers-by.
Ability to Work collaboratively and productively with internal partners, community agencies and constituents
Ability to work safely and support the culture of workplace safety
Desirable Qualifications
Bachelor's degree in Occupational Safety and Health, Safety & Risk Management, Human Resources, Education or related field; AND four years experience in department-wide occupational Safety & Training; OR any equivalent combination of education and experience which demonstrates the ability to perform the duties of the position; AND valid driver's license.
