Salary : Minimum Salary is $96,752 Annually
Job Summary : The position is responsible for all departmental functions, with the primary focus of ensuring that land use is serving the needs of community residents. Manages a complex mix of project management review duties requiring extensive knowledge of local regulations as well as state law.

Essential Functions

- Directs planning and zoning project review personally and through staff oversight, from permit assistance through site plan approval, variance and amendment.
- Processes directives from the County Commissioners and County Administrator relating to planning and zoning, and provides feedback to the Commission on planning and zoning matters.
- Provides expertise and advice to a wide array of boards and commissions, requiring regular attendance at meetings of those entities.
- Provides effective direction to assigned staff including monitoring and evaluating job performance, hiring, training, coaching, and modeling expected behaviors.
- Serves as liaison between County administration, department staff and various government agencies, developers and residents relating to land use requirements.
- Provides direct assistance to contractors, consultants and engineers in project management and interpretation of county and state regulations.
- Manages the Housing program.
- Maintains, updates and enforces the Land Use Ordinance, Comprehensive Plan and all affiliated regulations.
- Performs other duties as required.
Supervision : The position reports to the County Administrator. The position directly or indirectly supervises department staff.

Bachelors Degree and seven to ten years experience OR Masters Degree and three to five years experience.Or equivalent technical training, education or experience.Valid Maryland Drivers License and an acceptable motor vehicle record.Knowledge of standard office software, plus specific software for building plan review and project management.Maintains significant knowledge base of depth and breadth of applicable state, local and federal laws. Maintains awareness of new or changing legislation.American Institute of Certified Planners certification preferred.Physical and Environmental Conditions :
Work is conducted in a normal office setting which provides comfortable lighting, temperature and air conditions. Occasional light lifting, such as three to four reams of paper, four or five books, or other materials (up to 35 pounds) may be required.
Occasional outdoor weather conditions may include exposure to varied weather conditions.
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms, e.g. use of safe work place practices with office equipment, and / or avoidance of trips and falls and observance of fire regulations.
