Join PEMCCO as an Administrative & Contracts Support Specialist, where youll provide essential administrative, contractual, and documentation support to our Program Management Office. In this role, youll ensure contractual, procurement, and financial records are accurate, compliant, and audit-ready, while serving as the central hub for document control, correspondence tracking, and task coordination. Your work will connect project controls, finance, and compliance teams, helping maintain efficient, transparent, and accountable program operations.

Essential Functions
- Maintain the PMOs document-control and records-management systems, ensuring version control and accessibility for all project correspondence.
- Assist in preparing procurement packages, task orders, and contract modifications in coordination with project controls and legal teams.
- Track contract deliverables, submittals, and deadlines to ensure on-time compliance.
- Support invoice preparation, cost documentation, and funding-draw submittals consistent with 2 CFR Part 200 and FTA grant-management requirements.
- Compile data for reports, meeting minutes, and performance dashboards; proof and format executive documents.
- Manage logistics for meetings, schedules, and internal communications.
- Coordinate onboarding documentation, timesheet tracking, and training compliance for PMO staff.
- Serve as liaison between PMO leadership, subcontractors, and agency administrative staff.
Competencies
Organization & Attention to Detail : Ability to manage multiple priorities accurately and efficiently.Contracts & Procurement Knowledge : Familiarity with public-sector procurement, task-order management, and basic contracting principles.Software Proficiency : Skilled in Microsoft Office Suite, SharePoint, Adobe Acrobat, and PMIS tools (e.g., Unifier or EcoSys).Communication : Strong verbal and written communication skills with polished document-editing ability.Analytical Skill : Ability to track budgets, deliverables, and compliance status with precision.Team Collaboration : Works seamlessly across finance, controls, and compliance teams.Professionalism : Exercises discretion, confidentiality, and integrity in handling sensitive information.Required Qualifications
Associates or Bachelors degree in Business Administration, Contract Management, or a related field.Minimum of five (5) years of experience providing administrative or contract-support services within engineering, construction, or government environments.Demonstrated ability to organize and maintain complex document-management systems.Familiarity with contract clauses, change-order documentation, and invoicing protocols.Preferred Qualifications
Bachelors degree in Business or Public Administration.Certification such as Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM).Experience supporting FTA, DOT, or other federally funded programs.Proficiency in database management, Power BI reporting, and workflow-automation tools.Benefits
