These critical public infrastructure positions are much needed to ensure public safety and the continued vitality of all of Chicago's neighborhoods. These positions provide an opportunity to re-imagine Chicago's roads and bridges to better serve pedestrians, bicyclists, transit users, and motorists.
Two of the Civil Engineer V positions will serve as Senior Project Manager supporting the design, review and implementation of safety, operational and state of good repair upgrades for over 300 bridge and viaduct structures including 36 operable movable bridges.
One of the Civil Engineer V positions will serve as a Senior Project Manager supporting the design, review and implementation of major roadway infrastructure projects as well as safety, operational and state of good repair upgrades for over 1,000 miles of arterial streets and 3,000 traffic signals.
ESSENTIAL DUTIES : Bridge Section
Civil Engineer V's in the Bridge Section will be responsible for project management of bridge projects including managing schedules, contracts, funding, and material procurement as well as supervisory tasks with other personnel. Responsibilities will also include assessment and determination of next steps after inspection reports are received on various structures or notifications. The position functions as a senior project manager for major engineering projects of considerable scope and complexity and performs related duties as required. Responsibilities also include the analysis and resolution of complex engineering design and construction problems, monitoring of work in progress and determination of the appropriateness of engineering changes, contract amendments and related costs submitted by contractors and recommending approval or modification.
The Civil Engineer V in the Bridge Section also oversees field surveys to identify conditions that may impact the scope of proposed construction, repair and maintenance projects and recommendations of modifications as needed. Prepares and reviews engineering design calculations, drawings, specifications, and cost estimates for infrastructure construction, maintenance, and repair projects. Writes specifications for projects and oversees subordinate engineers and inspectors engaged in monitoring construction projects to ensure work is completed according to contract specifications and project timelines. Interprets design plans and specifications to contractors, assists in resolving design and construction problems and prepares reports on the status and costs of engineering projects. Approves partial and final payments to contractors and ensures payment requests reflect completed work according to contract specifications. Reviews design plans, contract documents, cost estimates and engineering calculations for construction or rehabilitation projects prepared by consultants to ensure compliance with established design criteria, project scope and budget specifications, and provides recommendations for changes as needed. Performs other related duties as required.
Highway Section
Civil Engineer V in the Highway Section will serve as a Senior Project Manager for a portfolio of projects that may include major roadway reconstruction and reconfigurations, arterial street resurfacing, viaduct vertical clearance improvements, traffic signal modernizations, major intersection reconfigurations, and varied state-of-good-repair upgrades.
The Civil Engineer V in the Highway Section also assists in developing project scopes, budgets and schedules. Manages scope, schedule and budget of design engineering consultants performing Phase I and Phase II design engineering. Oversees design review meetings. Represents the City at community meetings to present proposed projects. Coordinates with utilities and other City agencies throughout the design process to coordinate work, avoid conflicts and obtain approvals. Coordinates projects with the Illinois Department of Transportation (IDOT), Federal Highway Administration (FHWA) and other regulatory agencies throughout the design process to obtain project approval. Prepares and reviews engineering designs, drawings, calculations, specifications and cost estimates for infrastructure, construction, maintenance and repair projects. Prepares reports on the status and costs of engineering projects. Assists with project accounting and finance agreements and encumbrances. Assists with preparation of professional service request for qualifications and agreements. Reviews payment vouchers related to program's projects. Reviews proposed engineering changes, contract amendments and related costs, and makes recommendations regarding appropriateness and cost efficiency. Attends weekly construction review meetings. Attends legal hearings and provides technical information on engineering projects. Performs other related duties as required.

Qualifications
MINIMUM QUALFICATIONS :
Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering or a directly related field of engineering supplemented by three years of progressively responsible Civil Engineering experience including one year of supervisory experience, or an equivalent combination of training and experience, provided the minimum degree requirement is met.
Licensure, Certification, or Other Qualifications
Registration as a Professional Engineer (R.P.E.) in the State of Illinois is required. At the time of employment, positions must have obtained Registration as a Professional Engineer (R.P.E.) in the State of Illinois.
A valid State of Illinois driver's license is required.
SELECTION REQUIREMENTS : This position requires candidates to complete an interview.
