This position will be responsible for the following activities in Districts 2,3 and 5. Develops and maintains manuals, forms, and procedures, acts as a liaison between various offices and technical experts that are required to review program guidance documentation for updates or revisions.

Your specific responsibilities include :
Responsible for the following activities in Districts 2,3 and 5. Develops and maintains manuals, forms, and procedures, acts as a liaison between various offices and technical experts that are required to review program guidance documentation for updates or revisions. Responsible for updating and maintaining local program(s) documentation, including, but not limited to, local program agreements templates, supplemental agreements templates, program manuals, forms and checklists. Completes edits, research internal and external questions and answers, submits for review and revision in coordination with Department technical experts and responsible Offices, and Statewide Local Program Administrator for final approval. Ensures language is clear and concise and conforms with current federal and state procedures, guidelines, and regulations. Maintaining program documentation requires coordination with Department experts in Planning, Project Development & Environment (PD&E), Design, Right of Way (ROW), Construction, Construction Engineering Inspection (CEI) and other disciplines related to transportation project delivery. Ensure program documentation meets the necessary standards as described in existing Department Procedures and the Joint Participation Agreement (JPA) Procedure for both state and federal funded grant programs and the Local Program (LP) Manual for federally funded programs. These programs include but are not limited to Federal Aid Highway Program (FAHP) delivered in Local Program areas as (LAP), other Federal Funding Programs, Small County Road Assistance Program (SCRAP), Small County Outreach Program (SCOP), County Incentive Grant Program (CIGP), Transportation Regional Incentive Program (TRIP), other local grant reimbursement programs as identified, and locally funded agreements.
For Districts 2,3 and 5. Coordinates audits, as directed, of locally administered projects with assigned Districts staff to provide requested information and answer questions regarding the oversight and management of the projects. Monitors input of agreements, amendments, and other related documentation into various electronic document management systems including but not limited to Project Suite Enterprise Edition (PSEE), Grant Application Process (GAP), and Florida Accountability Contract Tracking System (FACTS) to support audits and compliance program wide. Coordinates with Department staff to update program documentation with current Single Audit Act requirements for state and FAHP, 2-CFR-200 and other applicable sources on federally funded projects. Performs local agency programmatic risk assessments on grant recipients for state and federal audit compliance.
Coordinates and assists with day-to-day administrative support, assists with requests for information from Central Office, assigned Districts, Local Agencies, Federal Highway Administration (FHWA) representatives and stakeholder partners. Identifies process inefficiencies and provide input for process improvements. Assists with the development of processes and procedures for local program(s). Provides support and coordinates activities and meetings for the FDOT LAP Community of Practice (LAPCop) stakeholder partnership. Provides support, updates, publishes notices, assist with application submissions, review for completeness and notice of award for the Small County Outreach Program for Municipalities (SCOP-M) that is managed in Central Office Local Programs.
Coordinates with Central Office Local Program staff on the management and maintenance of all technology tools and responds to technical and user support issues. Maintains the Grant Application Process (GAP), including troubleshooting user errors, resetting passwords, new user connections and user deletions, and response to maintenance items requested by Department staff. Monitors the Local Programs website and SharePoint site, including but not limited to uploading new content, organizing, and managing site content, responding to user content requests, and coordinating technical support for user error notifications as appropriate. Works directly with the Office of Information Technology (OIT) to test and approve system updates. Provides recommendations on system changes or updates and documents changes and updates in applicable manuals and systems.
Assists the State Local Program Administrator with creating and maintaining training course materials. Local programs have an extensive library of Computer Based Training (CBT) Courses and traditional training courses that need at least a yearly review along with periodic content updates and materials development for presentation in person (requiring travel) or via a web-based platform.
