Under the supervision of the Deputy Director for the Office of Procurement and Contracting Services, the Senior Procurement and Contracting Services Manager provides strategic and operational leadership for the daily activities of the Georgia Department of Health Procurement and Contracting Unit. The Senior Manager oversees procurement and contracting functions to ensure compliance with state laws, regulations, and policies; promotes efficiency, accountability, and transparency in the acquisition of goods and services; and supports the Department's mission through effective resource stewardship and process improvement.
Leadership and Management
Serves as a member of the Procurement and Contracting Services management team, contributing to the development and execution of division-wide strategies, policies, and goals.Serves as a member of the Procurement and Contracting Services management team, responsible for implementing agency and office-specific initiatives while providing coaching, guidance, and professional development for direct reports to ensure consistent interpretation and application of procurement and contracting policies, procedures, and standards.Direct and manages the daily operations of the Procurement and Contracting Unit to ensure efficient workflows, compliance, and effective leadership of professional staff.Oversee all personnel management activities including hiring, onboarding, coaching, performance evaluations, recognition, and corrective action planning.Completes and maintains required professional certifications, credentials, and leadership or competency-based training as mandated and recommended by Procurement and Contracting Services leadership, state procurement authorities, and agency policy.Collaborates with Procurement and Contracting Services leadership to identify, develop, and implement professional development opportunities that enhance staff skills, performance, and career growth.Promotes a culture of accountability, teamwork, customer service, and continuous improvement.Strategic Sourcing
Provides leadership within the Procurement and Contracting Services management team to develop, implement, and communicate strategic sourcing strategies, procurement objectives, and related procedures in compliance with Georgia Department of Administrative Services (DOAS) regulations and industry best practices.Oversees the full lifecycle of solicitation processes, including development of RFX (Request for Proposals, Request for Quotes, Request for Information, Request for Qualified Contractors), ensuring accuracy, fairness, and alignment with agency needs.Leads cross-functional teams on complex sourcing initiatives and high-value procurements, collaborating with program managers and leadership to identify procurement needs, forecast demand, and align sourcing strategies with organizational priorities.Leverages cost, quality, and performance data to guide DPH programs in supplier selection and sourcing strategies, while monitoring vendor performance and contract compliance and recommending corrective actions or process improvements as needed.Advises senior Procurement leadership on market trends, sourcing risks, and opportunities for cost savings or process improvement.Develops and implements metrics, reporting, and analytics to evaluate procurement outcomes, support decision-making, and enhance operational efficiency.Ensures procurement documentation, records, and reporting comply with state retention requirements and audit standards.Supervises and mentor procurement staff engaged in strategic sourcing, ensuring they are trained in best practices, compliance requirements, and emerging procurement trends, while providing guidance, feedback, and professional development opportunities.Procurement and Contracts Administration
Oversee all aspects of procurement and contracting activities, including competitive solicitations (RFX), non-competitive solicitations (sole source and consortia), contract drafting, negotiations, and contract management.Ensures compliance with DOAS State Purchasing Division regulations including the Georgia Procurement Manual (GPM) and internal DPH policies as it relates to procurement and contracts administration.Reviews and approves complex or high-value procurements and contracts as identified by Senior Procurement leadership to ensure fiscal responsibility, fairness, and alignment with agency priorities.Coordinates with internal divisions and program offices to plan and forecast procurement needs.Serves as a liaison with external stakeholders, including DOAS, vendors, and contractors, to resolve procurement or contract-related issues.Assist procurement staff in negotiating, interpreting, administering, and maintaining complex contracts and related agreements, ensuring vendor responsibility, responsiveness, and compliance with specifications.Assist with vendor performance issues, working toward amicable resolution while ensuring contract compliance.Governance and Risk Management
Ensures full compliance with all state, federal, and local procurement regulations and internal policies while promoting equitable, ethical, and transparent procurement practices that support DPH strategies, maximize resources, and minimize costs.Develops and implements internal controls, policies, and procedures to strengthen compliance and reduce operational or financial risk.Monitors regulatory changes and ensure procurement practices are updated accordingly, communicating changes and training staff on new requirements.Leads investigations and reviews of procurement irregularities, collaborating with legal, audit, and program staff, and oversees the resolution of audit findings by implementing corrective actions and process improvements as needed.Coordinates cross-functional efforts to ensure compliance and mitigate risk across high-value procurements and strategic initiatives.Maintains procurement files, contracts, solicitations, reports, and records in accordance with Department and State of Georgia retention schedules, ensuring proper documentation and audit readiness.Advises senior Procurement leadership on procurement-related risks, emerging compliance issues, and mitigation strategies, while reporting key compliance metrics, audit outcomes, and risk assessments with actionable recommendations to support continuous improvement and operational integrity.Supervises and mentor staff in governance, compliance, and risk management responsibilities, providing guidance, coaching, feedback, and professional development to ensure adherence to documentation standards, audit procedures, and best practices.Strategic and Process Improvement
Develop and implement process improvements to enhance efficiency, compliance, and customer service.Identifies opportunities to streamline workflows, reduce cycle times, and improve communication between business units.Supports system modernization initiatives (e.g., Team Georgia Marketplace or similar procurement platforms) through testing, training, and change management.Monitors performance metrics and prepare reports for leadership on key procurement and contracting indicators.Minimum Qualifications
Bachelor's degree in operations management, business administration, or a related field which includes four (4) years in a managerial or supervisory role; OR Eight (8) years of related professional experience which includes four (4) years in a managerial or supervisory role; OR Four (4) years of experience required at the lower level Mgr 2, Business Ops (GSM011) or position equivalent. Note : An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
Preferred Qualifications :
Education : Master's degree in Business, Public Administration, or a related discipline.
Management Experience : 7+ years of experience leading teams responsible for multi-layered projects, contracts, and competitive solicitations.
Public-Sector Procurement Experience : Demonstrated experience managing teams in state, federal, or large public-sector procurement environments.
Procurement and Solicitation Experience : 5+ years of experience in contract writing, development, and administration, including managing RFPs, RFQs, RFQCs, and non-competitive procurement requests such as sole-source procurements.
Strategic Sourcing and Supplier Management : Demonstrated experience in strategic sourcing, supplier management, and complex procurement processes in a public-sector environment.
Regulatory Knowledge : Knowledge of Georgia state procurement regulations, DO
