The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, environmental protection, security, and facilitation.
Under the Director of the Capacity Development and Implementation Bureau (D / CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closing of Technical Assistance (TA) and Technical Cooperation (TC) projects. It develops agreements and country-specific projects as well as regional projects and programs by identifying priority areas, objectives, activities, and deliverables, setting timeframes and budgetary requirements.
The successful continuation of civil aviation services requires ICAO Member States to build and strengthen their ability to meet obligations for civil aviation security under the Chicago Convention. Organizational Transformation has proven to be a fundamental catalyst in aiding entities within the civil aviation sector meet their commitments vis a vis the Chicago Convention.
In order to navigate challenges that States may face and leverage ICAO's experience in Organizational Transformation in the aviation sector, ICAO has developed Organizational Transformation iPack which includes various products including guidance material, tools, processes, practical examples, and advisory expertise.
Major Duties and Responsibilities
Function 1 (incl. expected results) : Conduct an Organizational Evaluation Assessment , achieving results such as :
Function 2 (incl. expected results) : Deliver a phased or modular transformation implementation Plan , achieving results such as :
Function 3 (incl. expected results) : Deliver a Transformation Playbook and detailed implementation plan for chosen priority topic , achieving results such as :
Function 4 (incl. expected results) : Performs any other related tasks, as required to address the objectives of the assignment.
Impact of The Outcome of the Position
The expert is expected to lead the implementation of the Organizational Transformation iPack, providing to the recipient entity an Organizational Evaluation Assessment, a Transformation Implementation Plan, a Transformation Playbook, and advise on appropriate training available on organizational transformation.
Work Relations and Contacts
The incumbent reports to the Capacity Development and Implementation Bureau on administrative matters and on work-related issues and from whom s / he seeks advice and guidance on assignments. The incumbent carries out duties and responsibilities in support of the implementation of the Organizational Transformation iPack.
During the assignment, the incumbent will work with the recipient entity in the State and any other relevant entities within ICAO.

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term)
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
